State Sen. Christine Kehoe, D-San Diego, urged lawmakers to reject a measure to speed up construction of a possible NFL stadium in Los Angeles, during the final day of the legislative session at the Capitol in Sacramento, Calif., Friday, Sept. 9, 2011.
