State Sen. Kevin de Leon, center, D-Los Angeles, discusses his measure to repeal Proposition 187 during a Capitol news conference, Wednesday, June 4, 2014, in Sacramento,Calif. Passed by California voters in 1994, Prop. 187 would have denied public benefits to immigrants who came into the state illegally. Saying it may not be constitutional because it does not provide due process, a federal judge blocked the implementation of the initiative which is still on the state's law books.
