In this Thursday, Feb. 6, 2014 photo, a couple strolls along the fence of U.S. Marine base Camp Schwab attached with anti-U.S. base protest banners on the Henoko beach in Nago, Okinawa. The U.S. and Japan reached the relocation agreement to move the controversial Marine Corps Air Station Futenma to Henoko, a less crowded part of the southern Japanese island after nearly two decades of talks and protests. Japanese banners read: "Although U.S. Military is a menace, stop new base," and "We won't let you fill in this sea." (AP Photo/Eric Talmadge) less
