In this Aug. 21, 2014 photo, buildings under construction are silhouetted in the morning in Phnom Penh, Cambodia. In 2004, Prime Minister Hun Sen abruptly tore up a zoning law that had kept the city low and green, giving the go-ahead to erect high-rises anywhere in the capital.
