This undated photo provided by the Illinois Department of Corrections shows inmate Leonard Kidd. As a former Chicago police commander Jon Burge reported to federal prison in North Carolina Wednesday, March 16, 2011, for lying about the torture of murder suspects decades ago, a state commission created in 2009 to investigate inmates' allegations that they were tortured into confessing has not looked at a single case and won't for months. For men like Kidd _ who contends he confessed in 1984 to a quadruple homicide after torture at the hands of Burge's men that included electric shocks to his genitals _ the commission may be the last chance to get the justice system to consider claims that Burge and his men shocked, beat and suffocated them into confessions. less
