In this undated photo provided by the U.S. Department of Energy, Carlsbad Field Office, a worker at the Waste Isolation Pilot Plant uses a continuous miner to carve disposal rooms out of the Permian Salt Formation, nearly a half mile below the surface, near Carlsbad, N.M. By the end of July 2011, a presidential commission appointed to recommend a new plan for spent nuclear fuel storage and disposal is to issue its draft report. And in the WIPP site, the commission may have found a template. (AP Photo/U.S. Department of Energy, Carlsbad Field Office) less
