Wash. Gov. Chris Gregoire and other officials speak Friday, Oct. 29, 2010 in Seattle next to an artist's rendition of what the Seattle waterfront may look like when the Alaskan Way Viaduct elevated roadway is replaced by a deep-bore tunnel. Gregoire said Friday that the state Transportation Department has received two bids at or under the cost limit of nearly $2 billion for the project to replace the Alaskan Way Viaduct in Seattle with a tunnel. less
