In this Wednesday, July 2, 2014 photo, David Slane, center, an attorney for Take Shelter Oklahoma, speaks at a news conference as Mikki Davis, right, holding a photo of her son Kyle Davis, and Danni Legg, left, holding a photo of her son Christopher Leg, look on, in Oklahoma City. Both boys died at Plaza Towers elementary school during the May 20, 2013 tornado. Supporters of a proposal to build storm shelters in every public school in Oklahoma have begun collecting signatures for an initiative petition, more than a year after a massive tornado destroyed a school in Moore, Okla., and killed seven students. Oklahoma budget writers say the petition to install storm shelters and safe rooms in every Oklahoma public school could overstress the state’s biggest and most critical revenue fund and slow the flow of tax dollars for vital public services.
