Employees of the South Charleston Public Works Department assisted the residents in obtaining cases of water and filling the containers they brought with them Sunday, Jan. 12, 2014 after a chemical spill Thursday in the Elk River that has contaminated the public water supply in nine counties. Frustration is mounting for many of the 300,000 West Virginia residents who've gone three days without clean tap water.The West Virginia National Guard was sent to help distribute bottled water.
