Workers labor during the construction of the National Stadium of Brasilia, which will host games during the 2014 World Cup, in Brasilia, Brazil, Wednesday Sept. 14, 2011. The Brazilian government is optimistic about the pace of preparations for the 2014 World Cup despite its own report indicating many projects have not begun. A report Wednesday indicates that work on improving transportation infrastructure hasn't started in half of the host cities, and airport renovations will not be completed in time for the 2013 Confederations Cup, the warm-up tournament for the World Cup.
