FILE - In this April 5, 2013 file photo, Wyoming Gov. Matt Mead addresses reporters at a press conference at the state Capitol in Cheyenne, Wyo. Mead said he's concerned about federal spending cuts to programs that benefit the state. He plans to tour port facilities in British Columbia as he looks for ways to help export coal produced in the state overseas. Mead will be leaving Wednesday June 12, 2013, on a weeklong trade trip to Canada. Coal companies are looking at shipping coal mined in Montana and Wyoming to Asia through ports in Oregon and Washington.
