NEW YORK, NY - AUGUST 16: Commuters exit a PATH train station at the World Trade Center site on August 16, 2011 in New York City. The Port Authority of New York and New Jersey has conducted hearings on moves to double the cost of entering New York City from New Jersey in a car from $8 to $17 and by the PATH trains from $1.75 to $2.75. Angry commuters have accused the Port Authority of trying to get the public to pay for the costs of the new World Trade Center and post-9/11 security projects. The Port Authority's board will vote on the plan on August 19. (Photo by Spencer Platt/Getty Images) less
