I wish there were no demand for illegal drugs but as in this case of extortion the criminals will devote more effort to other ventures.

Drug Cartels are like transportations/logistics companies. They transport product from a supplier to a market of consumers. No amount of effort has ever significantly impeded transportation. The only solution is to eliminate the demand in the market that they ship to. Maybe some of the acts suggested in the other posted commenst such as public hanging, beheading or cutting the fingers off would be more effective is applied to the drug users.
