    Questions and answers about the debt-deficit deal

    WASHINGTON (AP) โ€” An explanation, in questions and answers, of key features in the debt-reduction plan, how it would work and possible impacts on programs:

    Q. Why is the raising of the debt limit important?

    A. The federal government now must borrow about 40 cents for every dollar it spends. Without congressional action by Tuesday to raise the debt limit, the Treasury would no longer be able to borrow and thus would not be able to pay all its bills. The White House has said that the government sends out 80 million checks a month to Social Security recipients, veterans, and people on disability, in addition to paying federal workers, contractors and military personnel. All that could be disrupted if Treasury can no longer borrow.

    In addition, a borrowing default would almost surely drive up interest rates, making it more expensive to obtain mortgage or education loans, and push stock prices down, eating away at investments and retirement funds.

    Q. How long will the government be able to continue borrowing under this plan?

    A. The current debt ceiling is $14.3 trillion. Under the compromise, that would initially rise by $900 billion. It would later go up by another $1.2 trillion to $1.5 trillion. The amount would depend on the level of new deficit reduction measures that a special joint congressional committee is to come up with by Thanksgiving and Congress must vote on by the end of the year. The combined $2.1 trillion to $2.4 trillion increase would be enough to get the government through next year's presidential election without Congress and the president having to raise it again.

    Q. What are the immediate effects of the spending cuts?

    A. Probably not that much. Americans are already feeling the pinch from the federal government's new austerity mood in such areas as infrastructure spending and aid for educational programs. The compromise calls for initial cuts of more than $900 billion in federal agency budgets, but that's phased in over 10 years with the bigger cuts coming later in the decade. The Congressional Budget Office says that for next year the cuts would amount to only $21 billion out of total spending exceeding $3.6 trillion.

    Bowing to the strong demands of Republicans, there will be no tax increases in this phase of deficit reduction.

    The White House has emphasized that sacrifices from spending cuts will be shared by defense and non-defense programs and that Social Security and Medicare benefits as well as low-income programs will be spared.

    In broader terms, some economists say that any shrinking of government spending at a time when the economy is hurting could make it more difficult to create jobs, invigorate the housing market or encourage investment in new industries.

    Q. What happens next?

    A. A 12-member special congressional committee, made up of three Republicans and three Democrats from each chamber, is supposed to write a bill by Thanksgiving for reducing deficits by another $1.5 trillion over the next 10 years. The House and Senate would then vote yes or no by Dec. 23 on the special committee's recommendations, but can't change them. The committee could get the savings by changing entitlement programs like Medicare and Social Security as well as tax law.

    There are different interpretations of the committee's mandate. The White House insists that a rewriting of the tax code could mean the bringing in of more revenue from corporations or the wealthy. Republicans are equally insistent that there will be no tax increases involved in tax reform.

    If the committee fails to come up with a plan, or it is rejected by Congress, an additional $1.2 trillion in spending cuts would automatically go into effect from 2013. Those cuts would be divided equally between defense and non-defense programs. Social Security, Medicaid and unemployment insurance programs would be exempted from automatic cuts. Any cuts to Medicare would fall on providers, not beneficiaries.

    Q. Why did the negotiators set up a special committee?

    A. Congress has frequently turned to commissions or special committees when it is confronted with issues that are just too sensitive or controversial for lawmakers to handle. Often these commissions write reports or make recommendations that Congress promptly ignores, but there have been instances of success. In the 1980s a commission promoted changes in Social Security, such as raising the eligibility age for retirement benefits, that strengthened the system. Commissions have also been used to produce lists of military bases to close. Congress could approve or reject the list but not change it. In all cases, lawmakers have approved the list.

    The deficit-reduction committee will have considerable leverage. Rejecting its recommendation will trigger automatic cuts that would be painful to both Republicans and Democrats. The White House warned that infrastructure and education programs would be among those on the chopping block.

    Q. Will this solve the nation's deficit and debt problems?

    A. Not by a long shot. The deal calls for the savings of more than $2 trillion over the next decade. But with the government currently racking up deficits โ€” the difference between spending and revenues every year โ€” of more than $1 trillion a year, the prospects for achieving a balanced budget in the near future are dim. Similarly, the national debt, the accumulated amount the federal government owes, is now $14.3 trillion and will continue growing so long as the government spends more, including on interest, than what it raises in revenues.

      Here's a novel idea...how about bringing jobs BACK to America! Let's figure out a way to create jobs so the American people can work, earn a living, pay taxes, keep their homes and make a living for themselves. In my household, we don't spend what we don't have. If our budget is tight, we make do with what we have and save what little we can. The bottom line is , we don't want to live off the government. We want to have what we have because we worked for it and earned it The longer people keep losing their jobs and looking for work that isn't there, the more dependent they will be on our government that hasn't got it to give.

        This is a starting point:
        Until American Corporations learn supporting America by manufacturing their products in America and employing Americans leads to greater long-term prosperity, there will be no job growth in the USA. Americans can help this process by buying American, if no American made product is available at least buy from our allies. The worst course of action is buying from China. You, the American consumers take responsibility for helping drive jobs to foreign countries by buying those products. We the American People must demand products made in the USA and we can achieve this with our spending.
        If you do not support companies importing their products, they will be forced to manufacture their products in the USA employing Americans. Donโ€™t tell me โ€œitโ€™s too hardโ€ we are in a war to save our country and our country needs our help NOW!
        The steps we need take to save America:
        1.Cut government spending 10% this year and additional 5% each year for the next ten years. Including Military budget.
        2. Raise taxes on all incomes (joint) above $250,000 5%.
        3. Minimum tax 5% all incomes above $12,000 no exceptions no deductions.
        4. All federal employees not covered and all politicians enter Social Security exclusively starting 2012. No more huge Federal pensions unless paid 95% by government employees.
        5. All corporate income subject to US federal taxes plus extra 5% for off shore earnings. No tax holidays! If you are an American company you need to pay American Income tax!
        6. Constitutional Amendment for A. Balanced Budget. B. Term Limits. C. Congress is no longer immune from the laws passed.
        D. No campaign contributions above $20.00 per individual, Corp. PAC or political party, or any other tricky idea!
        7. Federal Deficit Reduction sales tax. 1% first year 2% second year 3% third year 4% fourth year 5% fifth and Final year! Funds can be used only to Pay Off The National Debt.
        8. Raise full Social Security Retirement to 67 in 2015, 68 in 2020.
        9. All wages subject to Social Security no ceiling.
        10. All future Foreign Aid (or Military intervention) to be paid Up-Front by Bond sales, no deficit spending.
        11. Only Legal Immigration. Deport All Illegalโ€™s within 1 year.
        12. All future government agencies to be funded from current Federal budgets. No increase in Federal employees or funds.

        yeah, q tell that to the detroit automakers when they were going to close their doors and because of the stimulus they are profiting; or how about the construction workers that were put back to work fixing our roads. it's so easy to blame but God forbid you give credit where credit is due. yes, the stimulus did work. ask your republican friends where the jobs are since they promised jobs if elected. well, they've been elected, so where are the jobs?

        these 'entitlements' are also Unconstitutional, according to the writings of our FFs, and since the last FF died, we have travelled on a train without a track to keep us (US) on the path set forth by the Original Intent of those that fought and died to become a 'more perfect union'. too bad that the original founders were not still alive, because they would have already done the same thing that they did to break away from Great Britain in order to form the Sovereign states of the United Sttes of America( at least that is what the intention was to the FFs. Original Intent is what they meant, what we have become is what they fought for to get away from.

        They are entitlement programs because a lot of 'entitled' people worked for a couple years, joined the military (not referring to war veterens here! They are a different catagory and deserve to be compensated for their sacrafices) I know many disabled veterens who never came close to a battleground, that are 'retired' at 21-22 because they have back pain, started doing drugs in the military, depressed, etc. excuses to collect a lifetime of military disability. Several I have heard say that was their plan upon entering- work for a couple years and retire. I used to be democrat, but I am so disillusioned by the growing number of the populace that sees it as 'ok' to give nothing and take for a lifetime. I know several WW2 veterans that broke every bone in their bodies, worked a lifetime in pain and silence upon coming home and now volunteer everyday of their remaining lives. I was really hoping they would start cutting these societal leeches, rather the penalizing those trying to work within the system as they are supposed to- raising the age limit only hurts those who truly deserve the SS, the rats will just invent a new disability.

        Q .Ive been calling every thing as it is for the pass 6 or 7 years now and i told all my construction friends 2 years ago.Work was coming to a end and if you can get out then do it and find some thing to make a income out side construction.They all said i was crazy.Well now they dont.Im right alot and wish like hell i wasnt .But im telling every one we will see soup lines in the next 3 to 5 years .Get off the grid plant food and learn how to can.The ppl who know these things will have a good chance of making it and get out of the city .Once this all starts there wont be time to get out of the city.And any one in the city will be first to go down.Any one out in the country might make it throw this,as long as they have food,water,protection and off the grid.My house is 100% off the grid right noqw and i have no bills but one internet.And we can go with out it.WE ARE READY FOR WHAT EVER COMES.

        They are entitlements since the average person gets more in benefits than they pay in. You don't even pay all of your social security or medicare taxes. You employer pays half. The average medicare recipient gets 3X's more in benefits than they pay in. I don't know for a fact, but I would bet social security is the same. 40% of workers pay no Federal Income taxes. It is time everyone starts supporting the system or we are DOOMED!

        Of the 40% that don't pay taxes how many are below the poverty line or just over it? They are often working several jobs just to pay rent, utilities, and food expenses. They often have little, no or poor health care. As a result their only option is going to the Emergency Room, which we end up paying for. (at a premium price !!)

      I agree 100% with Progess. Everyone should be buying American. The problem is somethings are hard to find made in America. I always try my best, as should everyone else. I don't care if it costs a little more. We need to stop supporting other countries economies and support our own. Also, we need to cut back on our generousity to other countries in need. Right now we're in need!!

      If we really want to take our country back, we need to control our dependence on goods from other countries. Buying made in America products builds our economy and will produce jobs right here. It will also have a direct impact on the multi national corporations that have sold us out by moving businesses out of the U.S. The only thing that matters to them is the almighty dollar. If we demand change, we will get it. We cannot rely solely on our government. Tell local businesses you will patronize them only if they support America. Just about everything is made in China but we can change that if everyone does their part. Demand it; no excuses!

      the only way to make change happen is to have a direct impact on the money.

      Why doesn't the government just tax everybody 10%....including businesses with no deductions, etc......that is fair to everyone and every business...and should bring more cash into the Treasury......They could even deduct that amount from paychecks before people got it and always have a working capital and do away with the IRS....that would save alot of money......and we'd be getting more $$$ from businesses/people of higher incomes and fair for little fellow to as all would be doing their fair share.
