    Rep. Paul Ryan: Payroll tax fight 'caused damage' to GOP (+video)

    Long battle in Congress over extending a payroll tax break 'caused damage' to Republicans because it 'muddled' differences between the parties, Paul Ryan, House Budget Committee chairman, said Thursday.

    The months-long battle in Congress over extending a payroll tax break “certainly caused damage” to Republicans because it “muddled” the differences between the parties over the issue, says House Budget Committee chairman Paul Ryan (R) of Wisconsin.

    Early Thursday morning, House and Senate leaders agreed on a bipartisan deal that will extend, through the end of the year, a 2 percentage point reduction in 160 million workers’ Social Security taxes. The rate will stay at 4.2 percent of earnings, rather than revert to its usual 6.2 percent. Republicans in December had balked at a long-term extension of the tax break, but after intense criticism they agreed to back a short-term extension through February.

    House Speaker John Boehner announced earlier this week that the House GOP leadership would no longer insist that the $100 billion cost of the tax break be paid for with spending cuts, because the Senate was unwilling to go along with the cuts. [Instead, the lost revenue for Social Security will be offset by money from the general fund, effectively adding to the federal deficit. 

    “The payroll tax deal, from a political perspective, certainly caused damage because it muddled the differences [between the parties]. It got us down into a skirmish where the differences got muddled, which is what I think the president loves,” Representative Ryan said at a Monitor-hosted breakfast for reporters on Thursday. 

    The influential House Republican directed his fire at the Democratic-controlled Senate. “It is a tough issue because they had to compromise,” Ryan said. “It is very frustrating that they, meaning the Senate, weren’t willing to cut $100 billion [from government spending] over 10 years.”

    The House Budget Committee chairman added: “The idea of running against a dysfunctional, do-nothing Congress is ... part of [President Obama's] campaign strategy." Ryan charged: "In order for that to happen, the Senate has to be your enabler to make sure Congress does nothing.”

      Ryan is right that it damaged the GOP, but wrong about why. It damaged the GOP because a tax cut the house republicans had originally said the tax cut wasn't beneficial and shouldn't be renewed because it wouldn't create jobs, since it mainly benefitted the middle class and poor. In other words, the only tax cuts they support are the ones that only benefit the rich.

      Strange that the GOP says that tax cuts to the rich will create jobs but they said this tax cut, for everyone, won't create jobs. Hmmm....

      P.S. read the article and thousands of other ones that said the money for the tax cut is repaid to Social Security.

      The truth is that the Republicans have nothing to offer. Not even anything that looks like a governing philosophy. Conservatism has moved out of the ranks of political theories and simply become a cult; one that requires that certain phrases be mouthed, that certain hatreds be nourished, and that purity be maintained regardless of cost. That schism with reality is increasingly large and increasingly obvious. They try to paper over that gap by dismissing little things like science, reason, history. Real science fails to support their contentions, so they have to write it off. Reason doesn't work for them, so any question must be met with red-faced indignity — every question a gotcha question. Real history is full of warts, quirks, and unfortunate truths that don't fit their ritualized beliefs. So they have to try to rewrite history, giving us rewrite Reagan who never raised a tax or increased a debt, rewrite FDR who created the issues he actually solved, rewrite Lincoln who championed the Confederate cause, rewrite founding fathers who never owned slaves, never supported government regulation of the economy, never wavered in their ardent love for a form of religiosity that didn't yet exist. Tricorner hats are the new tinfoil.

      The real danger isn't that someone might listen to the Republicans—anyone who lies long enough and loud enough can always find an audience, especially when that someone has three quarters of the television media and ninety+ percent of radio. The danger is that we might forget that they're lying. Too often Democrats, including this president, have felt that the best way to handle Republican fantasies is to compromise with them. You can't compromise reality, no no matter how loud the lies.

      LOBBYIST Grover Norquist has a pledge not raise taxes from 99% of the GOP. If they do they get blasted with negative ads in the next election. Norquist is a LOBBYIST, a political operative who takes money from the rich and corporaitons to ensure they never get another tax increase. He also requires budget cuts for all tax cuts. Bush tax cuts did not requrie spending cuts since they primarialy help the rich. Payroll tax cuts, not so much. So Grover has been demanding matching spending cuts. We're nearing an election so to limit the damage, Norquist has suspended the demand and let his minions move on the bill.
