Why would anyone spy on New Zealand?

I wonder how long until this story "disappears" down the memory hole.

It is difficult why Israel would spy on a country like New Zealand. New Zealand is a
peaceful, stable, pro-Israel country of 4 Million people.
If they spy on them, they must spy on every other country.
Their agency budget must be enormous. US foreign aid at work.
