    Report: Industry decides food ingredient safety

    SAN FRANCISCO (AP) — Thousands of ingredients that go into food have been classified as safe by private industry alone, without any government oversight, according to a new report published Wednesday.

    Since the early 1960's, private companies and industry trade associations have determined at least 3,000 ingredients are safe, with no federal scrutiny, the study found. The ingredients include everything from artificially synthesized chemicals used in chewing gum to grape seed extract used in cheese and instant coffee.

    The peer-reviewed report published in the Comprehensive Reviews in Food Science and Food Safety journal draws on research funded by the Pew Health Group, the health and consumer safety arm of the nonprofit Pew Charitable Trusts.

    The Grocery Manufacturers Association says the industry only classifies ingredients as safe after a battery of rigorous biological tests, but agrees that more transparency in the vetting process would help build consumer confidence.

    "The system is less transparent than it should be so we're looking to open that dialogue," said Leon Bruner, the association's chief science officer, who agreed the study's estimates were reasonable. "We are completely comfortable with increasingly the transparency or the visibility of ingredients that go through the process."

    The Federal Food, Drug, and Cosmetic Act makes manufacturers responsible for ensuring food ingredients are safe. Companies can classify an ingredient as "generally recognized as safe" for use in a specific product but aren't required to tell the Food and Drug Administration about what they find.

    Some do, through a voluntary notification program that gives the FDA a chance to review the findings.

    Officials have said in the past that if a company markets a food or beverage the agency believes is unsafe, the government can always issue warning letters or seize the product.

    "We don't know the names of a lot of these chemicals because the companies have never told FDA or the public about them," said Erik Olson, Pew Health Group's director of food and consumer safety programs and one of the study's authors. "Often there is not publicly available data on the potential health impacts because FDA has never evaluated them."

    FDA Deputy Commissioner Michael Taylor said Wednesday the study raised important issues concerning public access to information about ingredient safety.

    "Transparency in decision-making is a high priority for FDA, and FDA considers it timely to explore whether the statutory and regulatory framework for food additives adequately addresses today's need for transparency," Taylor said.

      About 15 months ago I started making my family all our food from scratch because my middle daughter had been diagnosed with a long list of food allergies as well as ADHD. Getting 100% off of processed food has been a pretty interesting experience. I still make us plenty of treats. In fact, we are probably eating in a less spartan manner than before I started cooking everything from scratch. I have chef like skills now. We eat great. Mmmm, fresh cooked food with only real herbs and spices. I have never enjoyed my food more.

      Within just 2 months off of the additives all my daughters food allergies were gone, but we kept with the cooking from scratch because we like the way we feel so much. I lose 18 pounds without trying. My neuropathy, my edema, my husband's gout, my daughter's ADHD and my other daughter's autism all greatly improved. I am not even tempted by premade food anymore. It just looks like poison to me now that we all feel so much better.

      If they give away the food it's one thing, but if I pay for it I think that I have a right to know what I paid for. I hope congress stops blocking Americans from knowing what they paid for.

        There is a list of ingredients on everything you buy in the US and Europe - by law. If you want to know about the ingredient - look it up or call the company.

        some of the ingredients are listed as generic. artificial flavorings, artificial colorings, preservatives. Doesn't really tell you anything.

      Someone in a comment says this kind of stuff is what Occupy Wall Street is upset about and it is so true. Finding out personally that the food is horribly unhealthy is what has made me open to believing so much more that is wrong in this country.

      As a person with life-threatening allergies, I want to know every single ingredient that is in the food I eat and how it combines with the other ingredients and whether any of those combinations are potentially dangerous. Look at food labels....chemical after chemical after chemical and I'll bet their various combination have never been tested adequately and won't be until people start dyeing.

        You do know the ingredients if you bother to look. As for the almost infinite number of possible interactions, you can do your own research. No one, not even government, can be expected to do your thinking for you.

        Moon, I believe the article said much of the information on the ingredients is not available to the government or the public, how do you research that? As for interactions? Who if anyone has actually tested that? It's being feed to people each day but who is doing the follow up? It's not about "thinking" it's about a lack of information and published research.

      Look into the food/bev additives created by Senomyx. All are highly molecular engineered. All are give the General Regarded As Safe (GRAS) designation by the industry panel. If this was the drug business, these same formulations would have to go through years of clinical tests.

        You obviously have some knowledge of the food industry or you would not know about Synomyx. So you also probably know - but omitted from your comment - that Synomyx ingredients would not be able to be GRAS unless they had safety data available and that this safety data met the "generally recognized" standard of being publicly available.

      We cannot eat processed foods, you have to get as close to the source as possible. Fast Food, processed foods, sugar and trans fat + unknown chemicals are all killing us. Corporations only care about the bottom line not your health.

      And folks on the right are clamoring for less government "interference"!!!

      Here's a case where there should be lots more government "interference", as it's the responsibility of the FDA to protect consumers from suspect food and drug products getting to the marketplace.

      Money and the making of it has totally corrupted our political system.

      Its time for 3 major changes to our government:
      1. Term limits for all Federally elected officials. If they can't get it together in 4 terms, they're out! Our founding fathers never intended to create a class of professional politicians!
      2. Federally fund ALL federal election campaigns, and get the "slush" money from BIG Businesses, foreign countries, and wealthy financiers out of our political system. Return the “system” to the taxpayers who actually pay for it.
      3. Limit active election campaign activities to no more than 6 months. We need to get our politicians out of the full time "fund raising" business and back to what they were elected to do: legislate on behalf of the American people!

      Good government won't necessarily follow, but this would certainly be a vast improvement over what's happened in the USA over the past 30 years!

      How about just listing EVERYTHING on the label. Not generic terms like natural flavorings. How about also requiring that all chemical compounds used in special processing also be listed on the label.

      I read ingredient labels on everything, 99% of the junk at the grocery store is inedible. Wake up America, buy real foods and fix it yourself, the rest is just chemicals!

      Lots of unsubstantiated comments about the lack of safety of food ingredients and that industry is trying to poison consumers. So what's been the news lately - organic eggs with Salmonella and melons with Listeria. Has there been a single incidence of a GRAS ingredient causing a serious food safety incident that has been documented and proven the way the recent Salmonella and Listeria events have been documented?? The answer is absolutely not - there have been NONE, ZERO, ZIP, NAA-DA.
      Forcing FDA to spend limited resources on issues that have little safety significance because people are mad about the economy is no way to help food safety, FDA or the economy. FDA had pre-market oversight of GRAS ingredients until the late 1990s and they were so slow in evaluating them that the current voluntary notification process was implemented. So do you want to fund FDA to go after the real food safety issues - or fund FDA to satisfy some political agenda?
