The Return of the Weak Horse

Mona Charen's column is released once a week.

If you wish for peace, prepare for war. — Latin adage

In the immediate aftermath of Sept. 11, a rough consensus emerged about the messages the Clinton administration was sending to potential adversaries. The failure to respond to the attacks on our forces in Mogadishu, the non-response to the bombings of our embassies in Tanzania and Kenya, and toleration of the assault on the U.S.S. Cole — all persuaded al-Qaida that the United States was a "weak horse" that could be attacked without fear. Our limp response to provocations thus encouraged aggression.

It is a lesson that some never learned. The left wing of the Democratic Party (and the Paulite fraction of the Republican Party) believes that American misbehavior is what invites belligerence, and if the U.S. can demonstrate sufficient peaceful intent, we, and the world, will be safer.

President Obama, though seeking tough guy credentials by taking out selected terrorists and maintaining forces in Afghanistan, has been assiduously sending signals of peaceful intent to the Iranians — to the point of farce.

One of the president's first foreign policy forays was to send a New Year's message to the Iranian regime expressing hope for a fresh start in bilateral relations. The mullahs' response was one of contempt. Even Secretary of State Hillary Clinton admitted toward the end of 2009 that "I don't think anyone can doubt that our outreach has produced very little in terms of any kind of positive response from the Iranians."

That's an understatement. Besides mowing down its own people in the streets, Iran arrested four American hikers and placed them on trial for espionage. It continued to supply its agents in Iraq with roadside bombs for use against U.S. troops. Flouting international entreaties and sanctions, the regime continued its illegal pursuit of nuclear weapons. Asked to establish a hotline with Washington, Tehran responded by saying, "The only way to end (American) concerns is for (the U.S.) to leave the region." As recently as last week, President Ahmadinejad visited Venezuela's Hugo Chavez and mocked U.S. concerns about nuclear weapons. If we are building a nuclear bomb, Ahmadinejad smirked, then "the fuel of that bomb is love (for Chavez)."

Often, the timing of the administration's actions seems almost calculated to curry favor with a regime that flagrantly defies all norms of international conduct. On Oct. 11, 2011, the Obama administration revealed a plot by the Iranians to assassinate the Saudi ambassador by blowing up a Washington, D.C. restaurant. The Iranians were perfectly satisfied to murder scores of American civilians in the process. On Oct. 21, the administration announced that the U.S. was withdrawing all combat troops from Iraq. At about the same time, the secretaries of state and defense made public statements condemning the idea of an Israeli military strike against Iran's nuclear facilities.

Over the course of the past few weeks, the United States has rescued three Iranian fishing vessels, which is fine as humanitarianism but should not be confused with foreign policy. Ron Paul has endorsed this as the sort of American benevolence that will serve the cause of peace.

While we've been plucking drowning fisherman from the Persian Gulf, Iranian boats have been harassing U.S. Naval vessels; the Iranian regime has threatened to close the Strait of Hormuz; and a commander of the Iranian Revolutionary Guard Corps Navy has warned USS John C. Stennis not to return to the Persian Gulf. The provocations against American ships — usually by Iranian speedboats — are now daily occurrences reports by The Weekly Standard.

Iran has also arrested and charged a former U.S. Marine, Amir Hekmati, who was visiting his grandparents in Iran, with espionage.

When an Iranian nuclear scientist was assassinated by a car bomb, the administration went out of its way to condemn the attack and deny culpability. A spokesman for the National Security Council said, "The United States had absolutely nothing to do with this. We strongly condemn all acts of violence, including acts of violence like this."

If unconfirmed reports are accurate, President Obama has once again written a personal note to Ayatollah Khamenei requesting negotiations.

Announcing a drawdown of U.S. military forces, President Obama and Secretary of Defense Panetta repeatedly explained that "after a decade of war," the time for a smaller U.S. military had come. That phrase kept coming up. The message to adversaries is perfectly clear: We're finished fighting. We're tired. A decade of war is enough. "We're turning the page on a decade of war," President Obama said.

And writing what new chapter? The return of the weak horse?

But Mona, I thought the country is BROKE. Oh wait, I get it. Debt spending is fine to blow up other peoples' infrastructure, but not to fix our own.

You forgot the first bombing of the WTC by al-Qaeda in 93.

I would like to hear Mpna's comments on Mr. Adler's call for the assassination of our President.
      • B 4 mths ago
Same as your comments on the numerous calls for President Bush's assasination.
      • Jean 4 mths ago
Your comment doesn't make sense since I have never read or commented on the
        subject.

Another adage states: Old men start wars, young men fight and die in them. Mona won't see any action in the wars she is apparently advocating! Nor will the fat old white men who send young and, in large part, minorities to fight and die. Be strong? YES! But be wise, and seek peace in strength!

Maybe you should immigrate to another country where your talents will be respected. I hear Iran is seeking dis-satisfied Americans.
      • Topkick 4 mths ago
Been there, done that! Not dissatisfied, but no one hates war more those who have fought them!

James seems to have completely missed Topkick's point.

It's hard to take a writer seriously when she opens an article with such a glaring error!
      • DeMo 4 mths ago
Charen is referring to the actions of the Clinton administration that directly contributed to al-Qaida's beleif that the US would respond weakly or not at all to the 9/11 attack.

Did you REALLY need to have that explained to you?
      • Dennis Larson 4 mths ago
DeMo, Blaming POTUS Clinton for 911 ignores a millenium of history. The Crusades of the early 2nd millenium did not endear Europe to the Arabs, The establishment of the state of Israel wasn't much help, the Eisenhower administration preservation of the Shah of Iran, and many more actions by the Europeans and Americans fostered the hatred in the Arabic public.
But the neo cons post 9-11 have all decided that Clinton must be at fault, or else they'd have to say that years of foreign policy decisions by both Dems and Reps got bin Laden's ire up and he financed the attacks. And Ms. Charen 's and others can't have that. So they blame Clinton and the Dems for "being soft" on the Taliban/al Qaeda. And whenever you point your finger at someone else. you're pointing multiple fingers back at yourself.

If the US wants the strongest military that has ever been, then we need to pay more taxes to keep it up. We already spend 1/3 of our budget on the armed forces. If the war hawks want a military that is bigger than the next ten countries combined, then the war hawks should also stop asking for lower taxes. If it is that important to the US, then it is every war hawks patriotic duty to pay more in taxes.

Keep up in Military and cut these social welfare programs for illegals and end the generations of welfare. Put caps on welfare say 24 months. End food stamps open government stores where bags of rice or potatos are given along with blocks of cheese. If you live in subsidized housing everything is inventoried and what ever is not on the list is not allowed like big screen tv's want one move out and buy one. No loud music. 6 Hours a week is set aside for clean-up and maintenance. Otherwise find another place to live. Residents will not be allowed to drink or smoke. Surprise inspections weekly. Get money for child support see it cut in half if you have a second child.

Bill what you are failing to realize is that one of the most important functions of our government is to protect and to provide security for the citizens of this country.
      • karl 4 mths ago
Ed, nice of you to admit that you're a big gummint conservative.
    • Jean  •  4 mths ago
Ms. Charen's concern is Israel not the United States of America. Recently women physicians in Israel were forbidden from giving speeches. Mona give the country of your choice some attention as it needs it desperately.
    • Independent_4Evah  •  4 mths ago
there we go again. heres a quote for Mona "those who forget the lessons of history are forced to repeat them". i guess the past ten years of war have made us safer, wealthier and more at peace, right. the right wing mantra and repeating the same old war mongering cliches will not provide peace or safety. Have we learnt nothing from ten years in Iraq. so lets go to war with Iran, because Im sure the Iranians will accept us with open arms as liberators like the Iraqis did. The world is a lot more complicated place, where we can win the war, but will always lose the peace. while we're at it why dont we just nuke the entire middle east, and turn it into a giant oil field, so we'll have all the oil without having to deal with those nasty people who never seem to like us, inspite of our benevolent meddling in their internal affairs.

Again, what Charen and her neo-con ilk see as 'weakness' therest of the world sees as American resolve through discourse and the iron glove held back...always back. Charen and her kind would have the glove out front, to threaten blindly without reason or focus.

The Last Recent "Strong" horse lead by The Bush Administration in 2003, caused the mess we've been suffering ever since. If in 2012 another "conservative" bigot is elected, a pentagonial-isreali plan will be given the OK. send the other "trojan horse" to Iran. Pity.
      • Brunello 4 mths ago
actually, Bush classifies as the dumb horse,
        Reagan was the strong horse

U.S. military budget is 6 times China's and 10 times France's which have 2nd and 3rd largest military budgets. Our military budget is greater than the whole world combined. TOTALLY INSANE.....check out Wikipedia

Being strong and being ready for war does not mean we are going to war. The cold war lasted 50 years, with no shots fired. Why? Because we were strong and the enemy knew it. The point of this opinion article is that if we do not retaliate against aggression against us, we look weak and invite more aggression. Retaliation does not necessarily mean war. It could mean a limited response. We retaliated against Soviet agression in Cuba but did not go to war. We need to have a strong pressence, but not necessarily an agressive one. I do not know how to do this, I am not a soldier nor a diplomat. But I do know that when Gorbachaov got nasty with Reagan and Reagan walked out, Gorby got scared and came to New York to talk peace. Thats the kind of leader we need. doesn't matter the party.

If you wish for peace, kill everybody.
      Old neocon proverb
    • Frank  •  4 mths ago
But Ron Paul wouldn't see anything to object to in this--at least no concerning Iran and it's coming nuclear weaspons.
    • Tone  •  4 mths ago
Ditto below. It's easy to rattle the saber when you know you won't be in the field with a saber in your hand facing enemies with sabers in theirs. Typical armchair hawk, Mona. Obama actually believes that avoidance of war is better than war. Imagine the concept, if you can. Still, when force has been needed, he hasn't been exactly shy about using it. Remember bin Laden?
