Big Bang Inc's Ringtone Maker is a free but ad-supported app that creates ringtones for your Android phone out of your own tunes or MP3s purchased online. Ringtone Maker is based on Ringdroid, the open source ringtone app.

Pros

Extra features: Ringtone Maker adds some features that earlier Ringdroid releases lack, such as fade in or out and share by email. (Ringdroid v2.6 includes many updates, though.)

Easy and effective: The Ringdroid engine makes Ringtone Maker a fast, easy, and intuitive tool for creating ringtones, alarms, and notifications.

Spectral display: Ringtone Maker's zooming, scrolling spectral waveform display, and tap-to-select controls make it easy to edit and save clips on smartphones.

Cons

Use wisely: It's tempting to assign clever or meaningful ringtones to regular callers, but don't use a ringtone you wouldn't want them to hear (or they certainly will hear it!).

Adds ads but little else: According to the About file, Ringtone Maker is a "refined" Ringdroid, but apart from banner ads and some small differences, they're functionally quite similar.
