Many African migrants seeking jobs try to cross illegally into Israel from Egypt.
Imad Kharboush, head of the Northern Sinai ambulance department, said the 24-year-old man was shot in the back of his head while trying to cross the fence on the Egypt-Israel border early Wednesday.
Three other Sudanese trying to enter Israel with the man were arrested, Kharboush said. Two of them were slightly wounded.
An Egyptian police officer later said more than 30 Africans were arrested Wednesday in separate incidents. He spoke on condition of anonymity because he was not authorized to talk to media.
