TOKYO – President Barack Obama says the U.S. and the world will not "be cowed" by North Korea's threats and nuclear belligerence.

Obama said in a major address in Tokyo on Saturday that Pyongyang must learn that its failure to meet international obligations on its nuclear arsenal "will lead only to less security — not more."

The president said a brighter future for isolated North Korea lay only in its return to six-party talks with the United States, Japan, South Korea, China and Russia.
