    Santorum says Obama pushes doctors from Medicare

    LADY LAKE, Fla. (AP) โ€” Republican presidential candidate Rick Santorum on Monday warned Florida's seniors that the Democrats' health law would limit their access to doctors and dollars and criticized his main rivals for backing its requirement that younger Americans buy health insurance.

    Santorum tried to draw a connection between Medicare and a key provision of the health care law, the so-called individual mandate, which doesn't affect older Americans because virtually all of them are already covered through the government program.

    Santorum, however, argues that the health care law puts a cap on Medicare spending and that, because Mitt Romney and Newt Gingrich at one time supported the idea of an individual mandate, they share the blame for the impact of the health care law on Medicare.

    The former Pennsylvania senator said Republicans cannot pick a nominee who would not be able to challenge President Barack Obama aggressively on the law its opponents call "Obamacare."

    "I never supported anything close to Obamacare. Sadly, that is not the case with the rest of the people in this field," Santorum told an older audience at an American Legion hall near Orlando. "Whether it's Gov. Romney with Romneycare or Speaker Gingrich and a 20-year promotion of the individual mandate."

    Both candidates, he said, should be unacceptable to conservatives, especially among seniors who make up much of Florida. Some 3.3 million Floridians are over the age of 65.

    Santorum centered his criticism of the health care law on a panel that is intended to keep increases in Medicare spending manageable by controlling payments to health care providers. The Independent Payment Advisory Board's unelected members would have too much power over seniors' care, he said.

    The panel was designed to curb Medicare spending and its recommendations โ€” such as cutting Medicare rates paid to doctors โ€” would be binding unless Congress overrules them. Santorum called it a clever way for Obama to avoid taking responsibility for cuts.

    "The effect is rationing care. It's rationing indirectly. You'll be mad at your doctor, you'll be mad at your hospital," he said. "You won't be mad at Obama, who is the real reason for your doctor or hospital not seeing you."

    But the panel has yet to be set up, and Obama's health care law explicitly forbids it from rationing care, shifting costs to retirees, restricting benefits or raising the Medicare eligibility age.

    It's terrible policy, Santorum said.

    "The bottom line is more and more providers of health care are not taking Medicare because of the reimbursement rates," he added.

    And when people do see a doctor, it is after delay, Santorum said.

    "The average wait is getting longer and longer," he said. "The average wait is 29 days now."

    However, a nonpartisan agency that advises Congress on Medicare policy, reports that access for seniors generally remains good, despite localized problems and concerns about appointments for primary care.

    The Medicare Payment Advisory Commission said in a report to lawmakers last year that its most recent survey showed beneficiaries reported "similar or better access" than people age 50 to 64 with private insurance.

      You are all missing the point. Since everyone and the politicians agree that there are problems with Social Security, Medicare and Medicaid which is causing them to lose money.
      First, the thieves in Washington should pay back the monies they they took from these funds and did not pay back!
      Second, In order to fix the problems in this country shouldn't we and the politicians actually recognize that there are problems?
      Third, actually fix the problems instead of adding more political and special interest bureaucracy to them.
      Fourth, take off the binders so we and our politicians have a clear view of what cuts or increases actually need to be made, not only to these funds but others as well!
      Fifth, every entity should have been paying their fair share of taxes, so in order to correct this all the political and special interest bureaucracy needs to be removed from the tax laws as well as any bills or laws.
      Our founding fathers made it simple for the future generations to build upon the foundations they laid down. But! They forgot that we are human and as such would screw up because of our personal baggage!

      I have an aunt who runs to the doctor every chance she gets largely just to get attention. The doctor loads her up with prescriptions for anything and everything including all sorts of narcotic "downers". She loves the attention and the pill diet she is on. What a crock. Anyone ever stop to think blatant overuse is one reason Medicare costs so much.

      I don't know about Medicare, but doctors here, are already starting to not treat Medicaid recipients. My friend has gangrene, due to diabetes, and the office told her she will have to call the Charity hospital for an appointment, which they will mail you a time for, and then she will have to wait in line...she went on and on. I quit listening, but was thinking-what a nightmare. And the doctor explained to her, that it's because they are volunteers, and don't get paid. But like I said, I quit listening.

      This bipartisan legislation stops companies that outsource call centers from getting federal contracts. Companies would be free to support American jobs and be eligible for federal contracts, or outsource all the call centers they want - but don't expect a penny from American taxpayers.

      And call center employees would have to tell you where they're located, and transfer you to an American call center when you ask.

      No wonder the Indian government is trying to kill this bill!

      Congress needs to hear from us now.

      This is common sense legislation that protects American jobs and consumers.

      Our taxpayer dollars should not be financing companies that send our jobs overseas.

      It is more important than ever for Congress to put American jobs and support this pro-American bill.

      The billโ€™s health rules will affect โ€œevery individual in the United Statesโ€ (445, 454, 479). Your medical treatments will be tracked electronically by a federal system. Having electronic medical records at your fingertips, easily transferred to a hospital, is beneficial. It will help avoid duplicate tests and errors.
      But the bill goes further. One new bureaucracy, the National Coordinator of Health Information Technology, will monitor treatments to make sure your doctor is doing what the federal government deems appropriate and cost effective. The goal is to reduce costs and โ€œguideโ€ your doctorโ€™s decisions (442, 446). These provisions in the stimulus bill are virtually identical to what Daschle prescribed in his 2008 book, โ€œCritical: What We Can Do About the Health-Care Crisis.โ€ According to Daschle, doctors have to give up autonomy and โ€œlearn to operate less like solo practitioners.โ€

      New Penalties
      Hospitals and doctors that are not โ€œmeaningful usersโ€ of the new system will face penalties. โ€œMeaningful userโ€ isnโ€™t defined in the bill. That will be left to the HHS secretary, who will be empowered to impose โ€œmore stringent measures of meaningful use over timeโ€ (511, 518, 540-541)
      What penalties will deter your doctor from going beyond the electronically delivered protocols when your condition is atypical or you need an experimental treatment? The vagueness is intentional. In his book, Daschle proposed an appointed body with vast powers to make the โ€œtoughโ€ decisions elected politicians wonโ€™t make.
      The stimulus bill does that, and calls it the Federal Coordinating Council for Comparative Effectiveness Research (190-192). The goal, Daschleโ€™s book explained, is to slow the development and use of new medications and technologies because they are driving up costs. He praises Europeans for being more willing to accept โ€œhopeless diagnosesโ€ and โ€œforgo experimental treatments,โ€ and he chastises Americans for expecting too much from the health-care system.

      Elderly Hardest Hit
      Daschle says health-care reform โ€œwill not be pain free.โ€ Seniors should be more accepting of the conditions that come with age instead of treating them. That means the elderly will bear the brunt.
      Medicare now pays for treatments deemed safe and effective. The stimulus bill would change that and apply a cost- effectiveness standard set by the Federal Council (464).
      The Federal Council is modeled after a U.K. board discussed in Daschleโ€™s book. This board approves or rejects treatments using a formula that divides the cost of the treatment by the number of years the patient is likely to benefit.

      Hidden Provisions
      If the Obama administrationโ€™s economic stimulus bill passes the Senate in its current form, seniors in the U.S. will face similar rationing. Defenders of the system say that individuals benefit in younger years and sacrifice later.
      The stimulus bill will affect every part of health care, from medical and nursing education, to how patients are treated and how much hospitals get paid. The bill allocates more funding for this bureaucracy than for the Army, Navy, Marines, and Air Force combined (90-92, 174-177, 181).
      Hiding health legislation in a stimulus bill is intentional. Daschle supported the Clinton administrationโ€™s health-care overhaul in 1994, and attributed its failure to debate and delay. A year ago, Daschle wrote that the next president should act quickly before critics mount an opposition. โ€œIf that means attaching a health-care plan to the federal budget, so be it,โ€ he said. โ€œThe issue is too important to be stalled by Senate protocol.โ€

      Santorum is 100% correct. I work Health Information Tech for 300 providers. More are quitting thier private practice and becoming paid employees by a hospital. This is because becoming a private physician is no longer profitable.

      I read the original bill. There was nothing of the kind in it. There was nothing that said all had to buy into it. That part came from the GOP members who had to have it in it so they would say yes to the bill. Knowing full well they would use that part against Obama, and it worked.There was no death panel in the bill. Death panels are a daily occurence in the private sector.Santorum has nothing to offer but lies and fear. Santorum is #$%$

      My provider stopped taking tricare because of the re-imbursement rates. Now, my husband is in another country fighting and I cant find anyone willing to accept our insurance unless I am willing to drive 40 miles.

      Notice that Santorum offers no solutions, just more useless rhetoric. The GOP fiddled for over a decade while they ran Congress and did nothing. Now with 30-40% of the population with NO insurance, those of us that do have it, subsidize the trips to the emergency rooms by the uninsured.
