    SAT reading scores fall to lowest level on record

    SAT reading scores for the high school class of 2011 were the lowest on record, and combined reading and math scores fell to their lowest point since 1995.

    The College Board, which released the scores Wednesday, said the results reflect the record size and diversity of the pool of test-takers. As more students aim for college and take the exam, it tends to drag down average scores.

    Meanwhile, other tests taken by more representative groups of high school students have shown reading skills holding steadier. And in the context of the 800-point test, the three-point decline in reading scores to 497 may seem little more than a blip.

    Still, it's just the second time in the last two decades reading scores have fallen as much in a single year. And reading scores are now notably lower than as recently as 2005, when the average was 508.

    Average math scores for the class of 2011 fell one point to 514 and scores on the critical reading section fell two points to 489.

    College Board officials pointed to a range of indicators that the test-taking pool has expanded, particularly among Hispanics, which is a good sign that more students are aspiring to college. For instance, roughly 27 percent of the 1.65 million test-takers last year came from a home where English was not the only language, up from 19 percent just a decade ago.

    But the increasingly diverse group of test-takers is clearly having more trouble with reading and writing than with math. Wayne Camara, College Board vice president of research, said recent curriculum reforms that pushed math instruction may be coming at the expense of reading and writing — especially in an era when students are reading less and less at home.

    "We're looking and wondering if (more) efforts in English and reading and writing would benefit" students, Camara said.

    Gary Phillips, chief scientist at the American Institutes of Research, cautioned against using SAT scores as a way to measure national performance.

    Overall on reading, "I think we're treading water in the long-run," Phillips said, citing other tests like the National Assessment of Educational Progress. "In the short run, we've had a few blips in a couple directions. Based on the international comparisons, however, we're still not doing all that well."

    Bob Schaeffer, public education director of the group Fair Test, a longtime critic of the SAT, found unpersuasive the College Board's explanation that the declines were due largely to a broadening test pool. In 2003, he said, the number of SAT-takers expanded by a greater percentage than last year, but scores that year rose 6 points on math and reading.

    "Yes, changing test-taker demographics matter," he said. "No, they don't explain a 18-point drop (in combined scores) over five years."

    The College Board, a membership organization that owns the exam and promotes college access, also released its first "College and Career Benchmark" report, which it said would eventually be used to give states and school districts better data on how ready their students are for college. Based on research at 100 colleges, the College Board calculated that scoring 1550 or above on the three sections of the test indicated a 65-percent likelihood of attaining at least a B-minus average in the freshman year of college.

    Overall, 43 percent of test-takers reached that benchmark. The College Board emphasized the tool is for policymakers, and shouldn't be used by college admissions officers to evaluate individual candidates.

    The main message from the College Board was the importance of a rigorous curriculum, which is a strong and perhaps growing predictor of SAT scores.

    For instance, nearly one in five students takes less than four years of high school English. That's about the same percentage as a decade ago, but it now makes a much bigger difference on SAT scores: The reading scores of those students have fallen from 500 to 462. Students who took AP and honors classes, meanwhile, score significantly higher across the board.

    A decline in average scores isn't necessarily good news for top students who were applying to competitive colleges. The number of high scores is also increasing. For instance, the number of students with math scores of at least 700 is up 22 percent since 2007.

    The SAT and rival ACT exam are taken by roughly the same number of students each year. Most colleges require scores from at least one of the exams but will consider either. In recent years, some colleges have adopted test-optional policies allowing applicants to decline to submit test scores at all.

    The College Board, which charges $49 this year for the test, has faced criticism from some educators over fees. This year it says it had responded to the weak economy with more financial aid, granting 350,000 students fee waivers, an increase of 77 percent in the last four years.

What do the GOP and Tea Party fear from a young, educated populace? Could it be the same reason they make it more difficult for young people to register to vote? Have they no shame?

        Obviously throwing money at the problem hasn't fixed anything... They're trying an approach that won't needlessly bankrupt the country. Unlike the brilliant initiative to give billions to Africa for AIDS prevention... Obviously that worked out well right #$%$?         Judging by that nice little chart which accompanies the article math SAT scores steadily climbed while the GOP ran Congress from 1995-2006. NOT THAT THERE'S ANY CORRELATION BETWEEN WHO RUNS CONGRESS AND SAT SCORES TO BEGIN WITH.

      What does this say about our Teachers. All I hear from the Unions is that they want more benefits and a larger salary. Maybe at their achievement record they should be paid as educated babysitters. Pathetic, but they still want tenure and retirement. What do the kids who can not read do to support themselves after a bad teaching job leaves them uneducated? Grab a shovel to support the retirement of their Teacher? This system is NOT working.

        Most likely you hear nothing from actual unions - only what the media dances in front of your face. Get real - teachers are dedicated civil servants who work very hard. Are you really so naive that you believe that the one and only reason test scores are low are greedy, lazy teachers? Do you have any idea that amount of things teachers deal with everyday? Do you like the fact that your children feel safe at school, that someone always has their back, that someone else is listening to what they say? Are you deluded enough to believe that the reason someone is having trouble finding a job is because he/she had a poor geometry or biology teacher? Really???? Hmmmm, most jobs right out of high school do not require that level of knowledge. (Beyond that and the failure to support yourself must fall on the shoulders of the higher level educators - I know let's take tenure from college professors - only 2 out 3 students usually graduates from college - that is deplorable!). Let's think....maybe it is a lack of responsibility or work ethic or the fact that everything is so easily within reach of today's child that they seldom have to really stuggle to get what they want? Look - most students are good and most teachers work their hinders off trying to make learning fun for today's technofocused children. You should feel ashamed accusing teachers of greediness. Hello - I pay into my pension system and tenure is not any free pass. I am still evaluated every year and if I do not meet the muster - off I go. Stop letting the media speak your mind for you!

      It's not the teachers, but the way the teachers are taught, themselves, to educate them. There are a wide variety of methods used, but not all taught to the teachers can be utilized. I had to educate myself to learn the ins and outs of both mathematical equations and language arts. What I found would amaze the average individual. I discovered that many methods used, didn't work in all situations. Concerning language arts, many teachers/schools used fifth and sixth versions of definitions. When a student reads a passage, though, and tries to comprehend it, those 5th and 6th definitions will not apply. These things, and others, are what hold back many students. Presently, I tutor students all over and their scores show what happens when I do. Then again, I don't have people standing over me, telling me, "DO IT MY WAY, or LOSE your job. I prefer to do it in such a way that each and every student learns to do the best, because they're striving to reach THEIR dreams, as opposed to mine. Maybe that's one of the important components missing in the world of education?

      I am not in USA but I took that test in my country as I was already in American diploma .I got 780 in Math and 460 in Reading . Perhaps because I was not raised in USA my Reading is not good but Math is a general subject just requires practicing and solving many exams as you can . Then try to learn from your mistakes so you won't make them again .Ah please don't connect education to politics !

      Not picking on Phase at all, but SAT scores and how the typical school system is run has long been a "political" issue. SAT's don't show exactly what a student is capable of either, so Phase is So cery correct there...What amazes me is that these scores keep going down and while most teachers (two in my family) are great dedicated people whose first interest is the student that isn't the case everywhere. Speaking of alarming issues concerning the education "industry" which at some of the pay grades for administration industry is the correct term. $1,000,000. for some high leverl large school districts, salery numbers in the 100's of thousands for mid level admins.....Good grief people when we spend that much on the administration it just means less for the kids and fewer numbers of teachers, larger classes etc. Add in a few pension plans that provide life time health care and 50% salary and you've got a hole you can never fill up with money, no matter how high the taxes are...Have you been to your kid's school recently, and don't they take on the appearance and attitude of a prision? It's time to go back to the way kids were educated years ago. When little Johnny was left behind if he failed, and sent home to parents that punished him when he acted out in class. It would appear that the general population has begun to take back their political system on both sides of the isle....No doubt we need to do more with the school systems and stop expecting them to be Expensive babysitters......By the way, thank you to all my teachers...Even the ones who weren't the best...

      Stop making everything a political issue you #$%$ SAT are irrelevant pieces of junk that don't really show a student's true potential. For example, the Math exam is full of work everyone learns in the first 2 years of high school. By the time people take the STA (around the middle of Junior year or towards the end, the students are going to be doing more advanced math like trig or pre-calculus. Not everything is going to stay in their heads from the first 2 years of HS unless they study a lot. By the time I took the SAT I was taking College level Calculus and did horrible on the SAT, why? well because I couldn't remember the work of 9th & 10th grade. Had they given a Calculus SAT exam I would have probably aced it. Today I am going to a decent college. Again, in college I took Calculus and had a B+. My GPA is 3.7 and WALLAH! Excuse my grammar & typos, I'm rushing.

        Well it would become their fault if it actually was but you see it is not. Stop blaming teachers for education's problems. If you think you could do a better job - please join the education team - I assume you have a college education. Come on teach in the classroom, it will be easy. You probably think there is no accountability and lots of free time. Well come on and see if that is what you find! I dare you! If you are going to make such strong statements you should be able to back them up with facts. What better way to get to experience these awful teachers than to see them first hand as a coworker! What - not your cup of tea.......

      This really comes as no surprise. The irony, though, is that the SAT had been revised in the 1980s because too few people were scoring ~1100. So the decision was made to make the SAT easier. Where does that leave us? With students are just getting even further dumbed down. I guess this must be a good thing for the American Right... keep the people stupid enough and they will believe the slogans and simplistic rhetoric and lies the TeaBaggers are so fond of , thereby ensuring the Right will be swept into power...

      The root cause for kid's failure is the parents and the kid's social culture. Kids don't want to learn because their parents and their social culture place little value in learning. Solution: Send academically under performing kids to trade schools. Give them the skills to get a job.

        I agree, Telezer.

        When I was in high school, we had 3 tracks - Academic, Secretarial, and Vocational. About 20% of the student body was Academic and went on to college.

        Coincidently, in countries that test kids at about age 12 to determine if they will go to trade school or on to higher education, about 20% make the cut for college and university.

        In the US, we have this idea that ALL kids should go to college, which is absolutely ridiculous. Not all kids are suited for college, and this attitude ignores the fact that we can't function without our tradesman - we need electricians, carpenter, plumbers, HVAC specialists, computer hardware technicians, and all the other trades that keep our society running.

        Our present focus is just plain dumb.

      I am actually surprised to see all the people blaming the teachers, instead of the effort of the students. Take a look at the distinctive fall-off around '74. With the Vietnam war over, there was no longer the incentive to get a college deferment to avoid being drafted. When the choices were English 101 or rice patties and a rifle, guess who decided to study harder.
