Sen. Marco Rubio drops support of PIPA, a bill he co-sponsored

Good news for the anti-SOPA/PIPA crowd: Sen. Marco Rubio (R-FL) announced on his official Facebook page that he no longer supports the “PROTECT IP Act” (PIPA), a bill he co-sponsored. In his statement, Sen. Rubio also urged Senate Majority Leader Harry Reid (D-NV) to “abandon his plan to rush the bill to the floor.” PIPA is currently schedule to go before the full Senate for a procedural vote to begin debate on the bill on January 24.

Here is Sen. Rubio’s statement, in full:

Better Way to Fight the Online Theft of American Ideas and Jobs
 By Senator Marco Rubio

In recent weeks, we’ve heard from many Floridians about the anti-Internet piracy bills making their way through Congress. On the Senate side, I have been a co-sponsor of the PROTECT IP Act because I believe it’s important to protect American ingenuity, ideas and jobs from being stolen through Internet piracy, much of it occurring overseas through rogue websites in China. As a senator from Florida, a state with a large presence of artists, creators and businesses connected to the creation of intellectual property, I have a strong interest in stopping online piracy that costs Florida jobs.

However, we must do this while simultaneously promoting an open, dynamic Internet environment that is ripe for innovation and promotes new technologies.

Earlier this year, this bill passed the Senate Judiciary Committee unanimously and without controversy. Since then, we’ve heard legitimate concerns about the impact the bill could have on access to the Internet and about a potentially unreasonable expansion of the federal government’s power to impact the Internet. Congress should listen and avoid rushing through a bill that could have many unintended consequences.

Therefore, I have decided to withdraw my support for the Protect IP Act. Furthermore, I encourage Senator Reid to abandon his plan to rush the bill to the floor. Instead, we should take more time to address the concerns raised by all sides, and come up with new legislation that addresses Internet piracy while protecting free and open access to the Internet.

Sen. Rubio’s renouncement of PIPA comes amidst a mass blackout of more than 7,000 websites, including Wikipedia, Craigslist, Reddit, and many others, intended to protest PIPA and the “Stop Online Piracy Act” (SOPA), a companion anti-piracy bill that resides in the House of Representatives. Rep. Lamar Smith (R-TX), the chief sponsor of SOPA, announced Tuesday plans to resume Judiciary Committee markup hearings on the bill next month. House Majority Leader Eric Cantor (R-VA) has assured SOPA opponents in the House that the bill will not come up for a full House vote until consensus on the bill can be achieved — a scenario that appears increasingly unlikely.

The statement from Sen. Rubio echo’s remarks on SOPA and PIPA from the White House, which said this past weekend that it “will not support legislation that reduces freedom of expression, increases cybersecurity risk, or undermines the dynamic, innovative global Internet.”

Sen. Rubio follows Rep. Ben Quayle (R-AZ), who pulled his name from the list of SOPA co-sponsors on Tuesday. Rep. Lee Terry (R-NB) also announced plans to withdrawal is name from the SOPA co-sponsor list.

more than any other innovation in human history short of language itself, the internet is the medium of freedom. No other medium in history has been able to harness the voice of the masses like the internet. Our congress is learning a hard lesson here, the internet is more than the sum of its parts, more than the sum of its technologies, it is the voice of the people, and the people have teeth..

everyone of those things existed long before the internet, violence, exploitation, and theft are part of the human condition, not results of the internet

So we should outlaw cars because people drive drunk? Lowlife humans abuse technology. I agree with Josh, before the internet, people would break into your house, bully you on the playground, start rumors at school, steal your social security number and open credit cards.

Laws are continuously written by lawmakers who want recognition. They've written so many laws, they've destroyed The Constitution and the system of free enterprise.

Sen. Rubio, its all well and good that you came to your senses, but it should have never gotten this far to begin with. This should have never been an issue!! I honestly think that you Sen.Rubio and the rest of our politicians know nothing about the Constitution, and i'll bet every #$%$ one of you in office can't even recite the Preamble.

To be fair, I think it's more a matter of them not understanding the internet and how it works. Otherwise I think they would not have gotten this bill so far, because just will not work. Not that it's a bad idea to stop piracy (try to stop) but as anyone in the IT field, myself included, could tell you, the way they want to go about stopping piracy just will not work, and will only cause trouble for legitimate internet businesses.

The government call's it theft....that is what the government does it steal's your money in the form of tax.... they lie and steal for a living other wise lobbying would be against the law!!!!!!!!!!
      • Jason 4 mths ago
What right does the government have to talk about theft when they rob Americans of BILLIONS in taxes and ENCOURAGES corporations to ship jobs overseas? Talk about the pot calling the kettle black!
      • Anonymous 4 mths ago
You guys have no idea how the government works and should be ashamed. Taxes are not stealing. We split from Britain partly because of, "taxation without representation" which meant taxes on everything without showing an acceptable reason which IS stealing. However, if the government did not collect taxes, all government funded institutions would shut down. Yes no more schools, or hospitals, that sounds like a great idea(Although you guys didn't pay much attention in school or else I wouldn't be giving you a social studies lesson right now). They are not encouraging major coporations to move overseas, however too much "discouraging" would result in losing the entirety of those taxes which they collect from said corporations, which pay for most of the country's bills. Now kindly bring on your insults and red thumbs, I only pray you read my comment thoroughly.

SOPA and PIPA are the "patriot" acts for the internet. They are the NFA of 1934 for the internet. Translation: they are a federal takeover and are scary as hell and will bring misery upon Americans. They are a frontal assault on the freedom of our internet. HR 3261 and S.968 must be defeated. There's no way to put a polish on these rotten apples. Call your congresscritters and demand they oppose these federal takeovers of our freedom. 1-877-762-8762

If these bills are withdrawn, look for them, later, to be attached to a giant spending or other bill.
    • CharlesDickens  •  4 mths ago
More legislation which is UNCONSTITUTIONAL! Our Constitution has been fractured through legislators who try to prevent criminal activity and of what might happen.
    • Yahoo! user  •  San Diego, California  •  4 mths ago
He only dropped his support of the bill because more Americans are getting involved with this bill, and the Senator knows people would riot in the streets if this bill gets passed.

Tell me why 50-70 year old lawmakers who don't know a thing about computer usage are trying to pass something that could ruin the internet for all of humanity?

Prohibition didn't work. Censorship in the 50's didn't work. Trying to legislate morality just flat doesn't work in any shape or form. First, it creates a fear-based reaction, which turns people to scheming ways to subvert the law, then it can create violent reaction and finally, it creates a huge mess and accomplishes absolutely nothing in the first place.
If people are going to have standards or values, they must come from inside that person's own mind and heart, not from myriad laws piled on top of each other to the point of insanity. PIPA won't work, SOPA won't work, nothing will work except the will of the people and apparently Congress hasn't quite gotten that message yet.

Who bought him off? That would only happen if what he was sponsoring made sense. The PIPA and SOPA are so bad that hearing from thousands of his supporters that it was bad brought him to reality. These two bills are about controlling Internet content and by doing so someone was going to make some money. Namely, those with insider information about what companies were going to be given the Government contracts to do the monitoring and shutting down of sites and blocking of IP's. I agree that we should watch for the bills to be snuck in as pork somewhere down the road.

Florida has made a huge turn around. We went from having ok politicians to the worst in the nation. Voters need to stop believing the lies and vote with facts for those that will build Florida up and get it ready for the next century -- instead of building up wealth for a few. Why aren't we doing more on the energy front ..could you think of a state better suited for it, with miles of coast line for wind, and solar. Why don't we have a solar/hybrid train in Florida ?
