    Shhh! Mimes tackle traffic chaos in Venezuela

    CARACAS, Venezuela (AP) — A part of Venezuela's capital is giving dangerous drivers the silent treatment, sending mimes into the streets to do what police alone have not: tame the lawless traffic.

    About 120 mimes dressed in clown-like outfits and white gloves took to the streets of the Sucre district this past week, wagging their fingers at traffic violators and at pedestrians who streaked across busy avenues rather than waiting at crosswalks.

    They found plenty to keep them busy in a city where motorcycle riders roar down sidewalks, buses drop passengers in the middle of busy streets and drivers treat red lights and speed limits as suggestions rather than orders.

    "Most people are collaborating, but bad habits are usually hard to break and some drivers just don't change their ways," said Neidy Suarez, an 18-year-old mime wearing fluorescent yellow overalls and a bright red ribbon wrapped around her pigtails.

    Suarez frowned, thrust her hands forward in a "stop" motion and then pointed to a red light as a motorcyclist raced toward a crosswalk filled with pedestrians.

    "Some people get angry when we reprimand them," Suarez said. Some drivers have shouted insults after a silent rebuke.

    "But most people react agreeably and some have offered compliments," Suarez said, raising her voice from time to time so she would be heard amid the honking horns, ambulance sirens, rumbling bus engines and music throbbing from car stereos.

    Mayor Carlos Ocariz of Sucre, in the eastern part of Caracas, turned to the mimes to encourage civility among reckless drivers and careless pedestrians. He is following the example of Antanas Mockus, a former mayor of Bogota, Colombia, who combined mimes and stricter police enforcement in a program that was widely seen as a success.

    Caracas' streets, though, may be even more chaotic than those of Colombia's capital.

    Drivers who miss a highway exit often simply put their cars in reverse and return through oncoming traffic.

    Motorbike riders charge the wrong way up one-way streets and honk pedestrians aside as they roar onto sidewalks, sometimes with small children tucked precariously between an adult passenger and driver.

    Alex Ojeda, president of the Jose Angel Lamas Foundation, a cultural organization that employed professional actors to train the mimes, said he is confident the mimes will help, although he conceded that changing the behavior of motorists will be a long-term task. Generations of attempts to enforce traffic laws have largely failed.

    "Many times, the mimes can achieve what traffic police cannot achieve using warning and sanctions in their efforts to maintain control," he said. "Mimes, on the contrary, often achieve the same objective by employing artistic and peaceful actions."

    At a ceremony for newly trained mimes, Ocariz vowed to keep up the effort "until the streets of Sucre are full of creativity and education."

      I would seriously like to see funny little mimes trying to control chaotic traffic.

        Signs aren't orders. They are recommendations. Let's be clear about that. An order is given by an authority, and there is no authority in this world that is valid. Governments don't own people, therefor cannot give orders. That is why they have jails and prisons. To put the people who don't follow the fake laws. If only things that were against common/natural law were illegal... theft, murder ect. then we wouldn't need a place to put the people who break them.. eye for an eye or expulsion from the land of the society they commited a true crime in. But speeders and drug dealers, they don't hurt anyone, so there is not enough outrage to kill or deport these non criminals. That is why their are jails and prisons. because the people think signs are orders. Now i'll read the rest.

        No way, speeders can kill people if they don't stop in time, or run over someone. Drug dealers hurt communities and the people they are dealing to, often breaking up families, or killing the person that is taking the drug.

      Cool idea... especially if it's working, as it seems to be. I'd much rather be silently scolded by a clown than given a ticket by a cop. Sometimes people get focused or in a hurry and don't realize they're being jerks... and then, of course, there are the jerks... but they're just here for our amusement. Really!

        It would work here too, at least on me. I was driving near my own house a few months ago and a cop looked right at me, mouthed the word "slow" and pointed down. I thought "what is he talking about? I'm only going..." then looked at my speedometer. Sure enough I was going 33 in a 25 zone. I get along great with the cops in my area and could probably get away with a warning for going double the speed limit, but the reason I could do that is I WOULDN'T do that unless there was a real emergency (in which case I would call 911, report myself as a speeder with my direction of travel and street while observing all traffic signals, and ask to follow a car with sirens to the hospital so I can use their sirens to get through lights, traffic, ect. - if my wife is giving birth or my mother is dying then as long as it's safe to hell with regular speed limits!). But I digress... it would work great on me under normal circumstances. We have those electronic speed things, but it doesn't have the same impact as someone frowning and warning you. Most people just blow past them and hope they don't have cameras.

      Use a little bit of social control and send out eye catching mimes to watch over traffic. Sounds great. Certainly a newer twist than just trying to keep imposing ignored laws w/force.

      Not new. Mexico, Argentina, Brazil etc.have been doing for many years. The U.S. tries doing it some motorist might brandish an Uzzi and shoot all the mimes.

      They just started no cell phones while driving here in Vegas and people are actually driving worse that before-I guess they have to relearn how to drive and actually pay attenetion!
