    FOWL RESULTS: Half of the 27 European Union nations have failed to fully comply with rules eliminating cramped cages for egg-laying hens — a flop seen as a metaphor for Europe's current state of disarray.

    UNFAIR ADVANTAGE: Many chicken farmers who made the updates are at a disadvantage compared with laggards who didn't. Even the EU Consumer Policy Commissioner has said the matter is undermining the EU's credibility.

    SHARING THE BLAME: Some fault the EU's poor checks, controls and enforcement, while others point the finger at the perceived bad faith of some EU nations.
