    Syrian opposition groups unite against Assad

    BEIRUT (AP) — Syria's two largest opposition groups signed an agreement on setting up a democracy if President Bashar Assad's autocratic regime falls, opposition figures said Saturday.

    The move is so far the most serious by the fractured opposition to unite against the regime and shows that Assad's opponents will accept nothing less than his departure from power.

    Burhan Ghalioun, leader of the Syrian National Council, and Haytham Manna of the National Coordination Body for Democratic Change in Syria, or NCB, signed the draft in Cairo on Friday night, according to an NCB statement and Omar Idilbi of the SNC.

    Syria's uprising began in March, inspired by other Arab Spring revolts. The United Nations says more than 5,000 people have died as the government has sought to crush the revolt.

    On Tuesday, scores of Arab monitors, who are the first that Syria has allowed into the country during the uprising, began their work on the ground visiting hot spots around the country. They are supposed to ensure the regime complies with terms of the Cairo-based 22-member Arab League's plan to end Assad's crackdown on dissent.

    Despite the observers' presence, regime force have continued the crackdown. At least six people were killed in attacks on protests Saturday, including one in Damascus, according to the Local Coordination Committees, an activist group. A day earlier, at least 27 were killed.

    An amateur video released late Friday showed an observer telling protesters in the southern city of Daraa, where the uprising began, that he saw snipers with "our own eyes and we call upon (Syrian) authorities to withdraw them." The observer, wearing an orange jacket and speaking with a North African Arab accent, is heard saying if the snipers are not withdrawn within 24 hours "there will be other measures."

    The reports of death tolls could not be verified since journalists' activities are restricted by authorities.

    The agreement between the opposition coalitions, a copy of which was obtained by The Associated Press, says both groups reject any foreign military intervention in Syria and call for the protection of civilians by all legitimate means in the framework of international laws.

    It also said that if Assad's regime falls a "transitional period" will begin by preserving all state institutions then drafting a new constitution that guarantees a "civilian pluralist parliamentary democratic system." Then elections for a new parliament and president would be held.

    The draft also says that all Syrian citizens are equal and the country's Kurdish minority is a "fundamental and historic" part of Syria's national structure. It also calls for "liberating Syrian territory," an apparent reference to the Golan Heights, occupied by Israel since 1967.

    The two umbrella groups, the SNC and NCB, arose after the revolt began in March as activists and the opposition tried to organize their ranks against Assad. The national council has been the more active of the two abroad, with Ghalioun meeting international leaders in a bid to build support. The NCB has organized opposition conferences inside Syria, suggesting it has a stronger presence on the ground.

    The Syria-based head of the NCB, Hassan Abdul-Azim, told the AP that the aim is to have a "united opposition inside and outside the country" making it a more active force.

    "The opposition, inside and outside the country, agree that this regime should go and a new democratic system be set up," said Abdul-Azim, one of the most prominent dissidents inside Syria.

    His group adopted the draft agreement. The SNC's Ghalioun signed the agreement but the membership of the group must still formally adopt it, though the SNC's Idlibi said he expects that will happen without any changes. The groups said they will hand an official copy to Arab League Secretary-General Nabil Elaraby in Cairo on Sunday.

    "The agreement is a good step in the right direction toward democracy," said Rami Abdul-Rahman, who head the British-based Syrian Observatory for Human Rights activist group. He added that the agreement gives a boost to people taking part in the protests now that they know the opposition is united.

    "The regime used to benefit from divisions among the opposition," Abdul-Rahman said.

    Syria's state-run TV said observers visited the southern city of Daraa and the restive central city of Homs on Saturday. They also visited Hama and the northwest province of Idlib, according to Adnan al-Khudeir, head of the operations room at the Arab League in Cairo. He added that 22 observers from Iraq and about 25 from oil-rich Gulf Arab states will join the teams on the ground next week.

    The Arab League plan, which Syria agreed to on Dec. 19, demands that the government remove its security forces and heavy weapons from cities, start talks with the opposition and allow human rights workers and journalists into the country. It also calls for the release of all political prisoners.

    Arab League officials say they have no illusions that Assad will stop trying to crush a street movement that has raised the most serious challenge to the 40-year rule of his family. Assad, who inherited power from his father in 2000, has denied issuing orders to kill protesters.

        The kind and generous Saudis (being sarcastic here) will probably take him in. They have a long track record of doing that from Idi Amin (Uganda, look him up if you've never heard of him) to Ben Ali (Tunisia) and a few cats and dogs in between.

They have fleeced the people, become rich off of our labors and our blood and enslaved our children, and they feast with wine and caviar, while our people starve, and are without work. While Obama and Michelle party in Hawaii, millions here go to bed with our food. While Pelosi stays in a 10,000.00 a night hotel, million here have no home to sleep in. While Reid parties in Vegas, Millions haven't a cent to pay for heating. It's time to overthrow these liars and thieves in DC and re-establish a new government

      SMH Syria like most other countries around the world will end up worse off after this so called "revolution." Egypt worse off now than before. Libya will be worse off than before and now Syria. Lets take a moment and look at 3 famous revolutions in history, the french revolution=worse military dictatorship slaughtered that slaughtered hundreds of thousands of innocents? My favorite the Russian revolution, the czars never killed as many of their own people in half a century than Lenin did in a day; more than 30,000,000 Russian civilians died of starvation, Gulags, or execution under the soviet union. The Mao revolution in China, an approximation of 78,000,000 people starved to death or were executed in the time that he was their "dictator. Now let us look at the United States revolution and see what is different. We followed the idea of freedom not someone who preached it, you can only have true freedom in a constitutional republic which unfortunately we have stopped following because of what is known of soft tyranny. In which this allows people to be dependent on the government for their needs and desires. This was all predicted by a Frenchmen who came to america (1700's) and saw that the people who lived in america would fight to the death for freedom so the only way for a tyrannical government could take over was to do it unsuspectingly through this "soft tyranny." It is a natural instinct for people to vier towards despotism so in order to preserve freedom you must be ready to fight for it. Back to the original point, I am not saying that these dictators in these countries are good but they are simply revolting in the wrong way and I am predicting that Syria will end up the same way as these other countries have in the past and present. I am also not implying that we should aid them (which I am sure Obama will do)

      Take the number of people in these opposition groups, multiply it by approximately 1,000 and you'll get the number of Bashar Assad supporters. The majority of Syrians supports Bashar.

      Slowly, ever so slowly the Muslim masses are learning that they do have a choice and that if they are willing to sacrifice enough innocent people eventually the rest of the world will back them. Blood in the streets and horrific details of massacre must be recorded for all the world to see before action is taken from the outside. Good luck to them all, may God protect them in their struggle for freedom, maybe Iran will be next.

      The Muslim Brotherhood is waiting in the wings.......in a few months when Assad falls, we won't see the "Down with Assad" signs in the streets of Syria....but we will see the "Death to America and Israel" signs.

      As an American, I do not understand these Islamists. My people defeated the English Empire in less than a decade - with muskets; and have defended and kept stable our Republic for more than two centuries. I have grown weary of these perpetual Middle Eastern revolutions. Every time they situate a new shah/prime minister/dictator they execute him too, and the next one, and the next one.
