    Texas congressman introduces bill to force Keystone XL approval

    President Barack Obama will not be bringing up the Keystone XL Pipeline in his State of the Union address Tuesday night, but Texas Republican Congressman Ted Poe is intent on keeping the controversial oil pipeline project in the news and circumventing the administration’s denial of a permit to build it.

    Tuesday, the Texas congressman introduced the “Keystone For A Secure Tomorrow Act” (K-FAST) to allow the 112th Congress to “directly and immediately” approve the Keystone XL Pipeline permit for TransCanada Corporation.

    According to Poe, the approval of the pipeline is within Congress’ authority. In 1973, Poe noted, Congress passed the Trans-Alaska Pipeline Authorization Act to allow construction of the 800-mile-long north�“south pipeline from frozen Prudhoe Bay to the ice-free port of Valdez.

    The Keystone XL project, if authorized, would start in Canada and end up in Port Arthur, TX — part of Poe’s district. Poe estimates that he represents more refineries than any other representative in Congress.

    “My bill would authorize the construction of the pipeline — except for the new route that has not been determined yet, that small route in Nebraska, that would still have to go through the normal channels. The rest of it would be authorized immediately,” Poe told The Daily Caller, adding that since Keystone is in “the national interest” Congress has the authority to pass the legislation.

    Poe’s bill adds to proposals from other Republicans attempting to get around the Obama administration’s permit denial.

    “Congress does have the legal authority to make this decision, and that is why I filed the bill,” he said. “There are no cases that say the President has exclusive jurisdiction over an issue such as this, and the Alaska Pipeline is one of those examples where Congress exerted the authority to approve a pipeline.”

    Poe introduced the legislation with Oklahoma Democratic Rep. Dan Boren.

    “Instead of saying yes and providing much needed relief to the people, the Administration turned its back on Americans and just said no to the Keystone XL Pipeline. It is the moral obligation and legal authority of Congress to say yes,” Poe added in a statement. “Congress cannot sit idly by and watch Americans suffer as a result of this reckless decision motivated by politics. It’s time to create jobs, bring energy to the United States and make Middle Eastern politics irrelevant to our national security.”

    Despite the president’s denial, TransCanada last week said that it intends to reapply for a permit and hopes to be approved in time for a 2014 start date.

      Hard to believe that texas doesnt have enough oil.Why not build a refinery in north dakota or minnesota?They havent built a new refinery for 50 years because that might lower gas prices.

      They are already exporting gas out of Texas. All this will do is give them more gas to export. He says he represents the refineries. No mention of represant the people. Typical oil company rep.

        Mostly true. But consider we wont be refining it for free or exporting it for free or loading it and shipping it for free. plus the taxes on it. Also consider if it comes out of Texas. We control the tap in an emergency.
        Ask the Russians how much power it gave them to have a huge gas pipe line go through Russia that they dont own or use? They collect huge tariffs on that gas.

      Transcanada itself cast doubt on its employment forecast when a vice president for the company told CNN last fall that the 20,000 jobs Keystone would create
      were temporary and that the project would likely yield only "hundreds" of permanent positions.

      As Transcanada has conceded, its estimate counted up "job years" spent on the project, not jobs. In other words, the company was counting a single construction worker who worked for two years on Keystone as two jobs

        hey paul: Under President Obama the private sector has created jobs for seventeen straight months, with the past six months having gains of more than 100,000 jobs a month. Towards the end of Bush's Presidency the economy was losing over 700,000 jobs a month. You should actually know the facts before you start spreading your uninformed lies.       However, Article I section 7 says this:
      Every Bill which shall have passed the House of Representatives and the Senate, shall, before it become a Law, be presented to the President of the United States; If he approve he shall sign it, but if not he shall return it, with his Objections to that House in which it shall have originated, who shall enter the Objections at large on their Journal, and proceed to reconsider it.

The estimated cost of a new oil refinery to produce gasoline for USA = 3billion dollars......The objective to building the Keystone Pipeline is NOT to make gasoline for you dorks so you can drive yer fat-axx Dodge Rams around the USA.......the Ruling Class wants to sell YOUR oil to China!!!.........Stop behaving like dum tools........demand that USA build NEW oil refineries in the MidWest.the Keystone Pipeline is an example of the RUling Class selling-out America.

      China owns the tar sands and want to ship thier oil to TX where it will be refined and loaded onto ships and sent to China. We wont be getting a drop of it here in the USA. Why not connect to the oil pipe line already in Alaska? That way if there is a spill it will be in Canada and not the USA.

      Why would they want to build pipeline that crosses the entire US all the way to Texas? Are there not plenty of refineries closer than Texas? If the oil comes from Canada why are we involved with it unless it is to make the oil companies richer by allowing them to export the oil to keep the price of gasoline outrageous?

      TransAlaska was only a US state. This pipeline is a Canadian pipeline for a Canadian oil company producing oil for a Canadian company to sell to foreign countries. If Poe is concerned about jobs, he can tell Eric Cantor to bring up Obama's Jobs Bill which would create hundreds of thousands of jobs and repair and upgrade America's infrastructure.

      OK lets call a spade a spade. Today there is an over supply of oil/gasoline n this country. Yet the prices are still high. Why? Because refiners are exporting the finished product to other countries. So my question is how can any politician, republican or democrat, say this will make the country more independent? All the oil companies will do is export it. What a joke this country has become. Run by the crooked politician, CEO's and wall street. The rich for the rich and scr^% the rest. I used to believe in capitalism. But it has been corrupted to what it is today...There are good rich people and bad rich people and the problem is this country is now being run by the bad...

      First it was 2500 jobs, then 4500 jobs, then 6500 jobs, then 20,000 jobs. Then I heard today on Fox "news" that we are losing 100,000 jobs by not building the XL pipeline. With this much hyperbole, I am convinced that the pipeline is a bad idea. No one has said we won't build the pipeline, only that it needs to reroute to avoid contaminating water supplies. Again, a public display of animosity towards our President and those concerned about the environment by Republicans.

      Legally, the difference is that the Alaska pipeline was an intrastate and in-country project, whereas the Keystone XL project involves construction of a pipeline across national boundaries. It is the border crossing that makes the pipeline subject to a Presidential Permit.
