    Texas Gov. Rick Perry to call for a flat tax

    LAS VEGAS (AP) — Working to distinguish himself from rival Mitt Romney, Texas Gov. Rick Perry said Wednesday that he wants to scrap America's current tax laws and impose a flat tax.

    Perry told the Western Republican Leadership Conference he plans to explain the tax proposal when he unveils his broad economic plan in a speech next week.

    He called the plan "an economic growth package that will create jobs, create growth and create investor confidence in America again."

    "It starts with scrapping the three million words of the current tax code, and starting over with something much simpler: a flat tax," Perry said.

    "I want to make the tax code so simple that even Timothy Geithner can file his taxes on time," he joked, referring to the Treasury Secretary and his late payment of $34,000 in payroll taxes last decade.

    Perry's proposal is dramatically different from Romney's tax plan. Romney would lower the corporate tax rate and lower taxes on savings and investment income. He says his long term goal is to "pursue a flatter, fairer, simpler structure."

    A flat tax applies the same tax rate to income at every level. The current tax code is progressive, taxing higher incomes at higher rates and lower incomes at lower rates.

    Critics across the political spectrum complain that the current tax code is too complex and riddled with loopholes that allow specific groups to pay less. Many conservatives argue a flat tax would be simpler and fairer because everyone would be taxed at the same rate. Liberals and many moderates say a flat tax would make the tax system more regressive, giving big tax breaks to the wealthy while making low- and middle-income families pay more.

    Perry didn't provide any more details for his flat tax proposal. In his book, "Fed Up!" he suggests the flat tax as a possible policy prescription but doesn't elaborate.

    "One option would be to totally scrap the current tax code in favor of a flat tax, and thereby make taxation much simpler, easier to follow and harder to manipulate," Perry writes in his book. "Another option would be to repeal the Sixteenth Amendment to the Constitution (which authorizes the taxation of income) altogether, and then pursue an alternative model of taxation such as a national sales tax or the Fair Tax."

      Every once in awhile before Presidential elections, a candidate will call for scrapping the current tax code and replacing it with a simpler tax code. IT HASN'T EVER ACTUALLY HAPPENED YET!

      The one that forces congress and the senate to live with the laws they pass for the rest of us.
      Use the same insurance they expect us to.
      Pay into Social Security and accept it as their retirement package.

        Presidential Power. VETO EVERYTHING. this requires 2/3 majority to overide. What we need is a president that just says NO to every bill that comes before him. All bills cost money and we're broke. NO NEW LAWS. How about deleating a bunch of the ones that cost Us and produce nothing for the USA.

      Taxes wouldnt be such an issue if Corporations would have created jobs with their billions in profits and not bolted to China and Mexico to make more billions with slave labor. People are jobless thanks to them. The poilticians allowed this to happen and now wants the little man to pull them out of debt with their tax schemes!!!

      You can move the taxes all around. sales vs income vs capital gains vs corporate, but you still need to raise X number of dollars to cover the US's obligations. All there doing by proposing different types of taxes and %'s is determining who's is going to pay for the X.

      Look, it's not like Americans really want 1) redistribution of wealth and 2) corporation to not to make money. We still want corporations to make money but we also want them to pay their fair share into society. Banks can't take TARP, even though they paid in full with interest, but not to help people out with loans. Nobody wants to default the loans. But bank took our public loans, made money, but just want to screw rest of us.

      Alright. I'm tired of this. Every #$#@# four years, someone pulls out this flat tax nonsense. First, the President is not an absolute monarch. He cannot replace the tax code with a flat tax. He can only ask congress to do it. And the odds of getting enough Representatives and Senators to go along with it are probably worse than a team having a professional Major League baseball team having a perfect season. Never mind fairness arguments, there are entire industries devoted to the current tax system with an of lobbyists that make the Tobacco industry look like a 2-man non-profit.

      Still, we get the same proposal. It shows that either the candidate is totally unaware of the constitution, totally unaware of the realities of American economic politics, or is just totally behind an idiotic idea he knows has no chance of ever getting very far.

      I want Rick Perry to lay out a plan to get 218 Representatives, 60 Senators, and if need be, 5 Supreme Court Justices to agree to this.

      Some people would. But, the problem is that the middle class doesn't have enough money to spend to keep the economic engine running strong. Way too many people are out of work and far too many make way too little to live on.

      The problem with most flat tax proposals is that they exempt dividends and capital gains income, applying the tax only to wages. In other words, Steve Forbes would pay zero tax, as would Warren Buffett. Any flat tax proposal cannot be seriously considered unless it applies equally to all sources of income, including inherited wealth (the unrealized gains). Otherwise, a flat tax is nothing but a plan to exempt the wealthiest people from paying any income tax at all.
