    Texas Gov. Rick Perry calls for a flat tax

    LAS VEGAS (AP) — Working to distinguish himself from rival Mitt Romney, Texas Gov. Rick Perry said Wednesday that he wants to scrap America's current tax laws and impose a flat tax.

    Perry told the Western Republican Leadership Conference he plans to explain the tax proposal when he unveils his broad economic plan in a speech next week.

    He called the plan "an economic growth package that will create jobs, create growth and create investor confidence in America again."

    "It starts with scrapping the three million words of the current tax code, and starting over with something much simpler: a flat tax," Perry said.

    "I want to make the tax code so simple that even Timothy Geithner can file his taxes on time," he joked, referring to the Treasury Secretary and his late payment of $34,000 in payroll taxes last decade.

    Perry's proposal is dramatically different from Romney's tax plan. Romney would lower the corporate tax rate and lower taxes on savings and investment income. He says his long term goal is to "pursue a flatter, fairer, simpler structure."

    A flat tax applies the same tax rate to income at every level. The current tax code is progressive, taxing higher incomes at higher rates and lower incomes at lower rates.

    Critics across the political spectrum complain that the current tax code is too complex and riddled with loopholes that allow specific groups to pay less. Many conservatives argue a flat tax would be simpler and fairer because everyone would be taxed at the same rate. Liberals and many moderates say a flat tax would make the tax system more regressive, giving big tax breaks to the wealthy while making low- and middle-income families pay more.

    Perry didn't provide any more details for his flat tax proposal. In his book, "Fed Up!" he suggests the flat tax as a possible policy prescription but doesn't elaborate.

    "One option would be to totally scrap the current tax code in favor of a flat tax, and thereby make taxation much simpler, easier to follow and harder to manipulate," Perry writes in his book. "Another option would be to repeal the Sixteenth Amendment to the Constitution (which authorizes the taxation of income) altogether, and then pursue an alternative model of taxation such as a national sales tax or the Fair Tax."

      It does not matter what the tax is, until you get Washington politicans to stop taking money from corporations and lobbyists - campaign and lobby reform, with criminal and civil penalities for those who do not comply, set term limits, and teach them they cannot spend more than they have, things will not change.

      Question - hasn't EVERY PRESIDENTIAL CANDIDATE SINCE TEDDY ROOSEVELT promised to simplify the Tax Code?? And make the Tax Rate more 'Fair'?? And what has happened since then?? A 3-Million word Tax Code... that grows ALL THE TIME...

      This is just more garbage for those with weak minds...

        rewrite the tax code, then make it a constitutional amendment.

        that way to make any changes, it would need a 2/3 supermajority in both houses of congress AND 3/4 of states need to ratify. thats the only way to rewrtie the tax code to prevent casual tampering

        Tim - Thanks for the feedback, and yes, I know the process. But in the real world, you'd never, ever, ever get a 2/3 Supermajority of both Houses to ratify such a proposal. Hell, they can't decide on realistic budget... or to raise or not raise the debt ceiling...

        That's pretty much why it hasn't happened yet...

      How about heavily tax overseas workers / profits? Encourage corporations to bring jobs back home to the US rather than using essentially slave labor and overseas sweat shops. An American with a job with a decent income is someone who can pay their living expenses, feed themselves, and pay taxes and is capable of purchasing American made products. American's without jobs means Americans on welfare and an economy that's just going to continue to get worse.

      Congressional Reform Act of 2011

      1. No Tenure / No Pension. A Congressman collects a salary while in office and receives no pay when they are out of office.

      2. Congress (past, present &future) participates in Social Security.

      All funds in the Congressional retirement fund move to the Social Security system immediately. All future funds flow into the Social Security system, and Congress participates with the American people. It may not be used for any other purpose.

      3. Congress can purchase their own retirement plan, just as all Americans do.

      4. Congress will no longer vote themselves a pay raise. Congressional pay will rise by the lower of CPI or 3%.

      5. Congress loses their current health care system and participates in the same health care system as the American people.

      6. Congress must equally abide by all laws they impose on the American people.

      7. All contracts with past and present Congressmen are void effective 1/1/12.

      Well in his defense with his 2.5 GPA at the great learning institution that is Texas A&M I am sure that a flat tax is the only tax that he is sort of able to grasp. I am sorry but I just feel that the leader of one of the most powerful countries in the world should be more intelligent than I am.

      Central Bankers, Weapons Makers, and Multi-National Corporations own and control the government and the wealth of the world.
      Liberty and Freedom hold no value for them.
      The US Constitution, Bill of Rights, Private Property, and Rule of Law are slowly being phased out.
      Most people in history have lived under tyranny and America is moving closer and closer to the Old World Order which they call the New World Order.

      Texas Gov. Rick Perry calls for a flat tax? I would be simpler if Corporations would just pay what they owe. They already have accountants dreaming up ways to not pay taxes and an they have Congress in their pockets giving them welfare and all corporations have to do is promise to create jobs. Sadly those promises go unfulfilled. No thanks Rick.

      Rick wants to transfer the cost of government to the citizens while getting corporations a free ride.
      Governments cost money to run: To pay for Congress, Senate, Judges, Presidents and all their perks cost money. To pay for Medicare, Medicaid, Food Stamps, Farm Subsidies, Farm Insurance and the array of Corporate welfare and don't forget the cost of the wars.
      We who work and produce are the one that pay for everything. Each political party that road into town has played one group against the other until the Tax code has become nothing but a tool to be used as a political Party favor. Reagan gave us Trickle down economics meaning give money to the Corporations and the money will magically flow to everyone , Clinton came to town and gave more to the poor, Bush came to town and gave more to the rich and the took from the poor, Obama arrived in town and the pot was empty, he primed the pump to get the engine started but the rich that he gave the money to ran away with the money and did not produce any jobs, then he ran out of money and the credit card was suspended. We have pay a lot for this form of government. Cutting taxes to corporations will not solve the problem, it will make it worst. Cutting taxes to the workers will not solve the problem, it will make it worst. Cutting government services is the first step but cut where? Take out all the corporate loop holes, we don't have a choice, take out the farm subsidies, Cut out the perks of Congress and the Senate. Cutting Medicare, Medicaid and Food Stamps would not work because these programs were never funded properly and barely did the job we wanted. Plus they had to do more with the amount of people joining due to the recession.
      The purpose of government is to serve the people, not harm. We have a lot of work to do and hard choices to make. Congress act as if we have a choice as to continue to be irresponsible. A honest person know that you can't live beyond your means and the party on the American dime has to stop. Keep the programs we need and can afford, cut what we can't. All wars has to come to an abrupt end and no more giving away of our production to other countries while we are cutting services to Americans. Charity starts at home.

      Why do some believe that acquiring great wealth allows for a "right" to pay taxes as a smaller percentage of their excess income? Shouldn't the wealthy shoulder a greater responsibility "to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, . . " as the Preamble to our Constitution suggests. They certainly have more power to do so.

      I hope Americans are thinking ahead enough to understand that we will have to see huge budget surpluses for at least a decade to even put a dent in the National Debt. Right now nearly 4 out of every 10 dollars spend by our government is on credit. So if Perry wants a flat tax that will cover our budget, and pay down the debt, then we can look forward to a 48% flat tax. What we are taxed on is our income, and our total gross income, at least in 2009, was 7.6 Trillion. We are not taxed on our GDP! We're taxed on our income, and our income is a fraction of the GDP.
