Top US military officer warns of NKorean threat

SEOUL, South Korea (AP) — South Korea could see more North Korean provocations as Pyongyang works to strengthen leader Kim Jong Il's successor, the top U.S. military officer said Thursday.

Seoul says North Korean attacks last year killed 50 South Koreans as Kim Jong Il's third son Kim Jong Un rose to prominence as heir-apparent.

"A succession plan being executed has been ongoing for some time, and that's not an insignificant part of the whole provocation cycle," Adm. Mike Mullen told reporters in Seoul.

The chairman of the U.S. Joint Chiefs of Staff also said that North Korea's "threat remains very real" as it continues to pursue improved nuclear capabilities.

"I'm not convinced that they won't provoke again. I've said for a long time that the only thing predictable about North Korea is their unpredictability," Mullen said.

Mullen's visit to South Korea comes amid high tension between the Koreas. Seoul blames a North Korean torpedo for the sinking of a South Korean warship in March 2010 that killed 46 sailors; North Korea denies any role. North Korea shelled a front-line South Korean island in November, killing four people.

North Korea also threatened last month to retaliate for the South Korean military's use of photos of Kim Jong Il and his family for shooting practice.

"We have a sense of urgency to essentially work on planning to deter the North from further provocations. Whether they will be deterred or not, that's to be seen," Mullen said.

Mullen came to Seoul after a trip to China, the North's major ally, where he expressed worry over Beijing's increasing military capabilities and discussed North Korea with Chinese leaders.

"The emphasis was on stability. It was, very specifically, stability in North Korea and the responsibility we all have in this case, the United States and China, to do all we can," Mullen said.

Mullen urged China to play a "leadership role" in restraining Pyongyang.

"China certainly has influence in Pyongyang, but ... it's not an infinite amount of influence. I think we have to understand that challenge," he said.

Earlier Thursday, U.S. Army Gen. James Thurman became the new commander of the 28,500 U.S. troops in Korea, replacing Gen. Walter Sharp.

Thurman said the countries' "alliance stands ready to counter any provocation intended to destabilize the Korean peninsula."

South Korea handed over control of its troops to the United States in 1950 after the start of the Korean War. It regained peacetime control in 1994, but the top U.S. general in Korea is still supposed to command Korean forces if war breaks out. That's scheduled to change in 2015.

U.S. forces in South Korea are a legacy of the Korean War, which ended with a truce rather than a peace treaty. The two Koreas are separated by a heavily militarized frontier.

North Korea is not going to do anything without China's approval. It is all a big buck game for the rich. I was there in the 80's patroling the the DMZ and you could see them on your left and right, left being the north, and right being the south, but we could not fire on them for being in the south. That tells me the rich owns and decides everything, no matter what country they are from. Even today, the south don't want US there because we are stopping them from uniting the north and south. I lived there for four year on the DMZ. China was their pupet master then and is still so. SK is tired of US holding them back. We need to finish the war and stop China from it's protective status the the US suplies. If you want to talk crap about my spelling or grammer, mabe you should get your %$$#%$$ off your couch and learn a few languages and cultures!

I love the way some troops, not all, who barely have a GED and they think they are political experts because they "served".

Doc I was there 4 years ago and I gotta tell ya thats not what I saw, and the only S.Koreans I saw that didnt want us there were the 26 college kids protesting every once in a while. I dont know what it was like in the 80's, but I think if you went back to 2ID today you might see a big difference.

After 58 years the SKs have gotten so use to relying on US support their army will never amount to much. We will always be in SK because instead of investing in their armed forces, they'd rather let us protect their border while they produce cheap products and services to flood our markets with. At the same time they display total arrogance and a holier than thou attitude towards Americans and their adopted country. We really know how to choose our friends. We support SK and they treat us like s---t. We support Pakistan and they stab us in the back. We support Israel and they do pretty much whatever they please and screw the US. We support numerous regimes worldwide with foreign aid that ends up in the pockets and bank accounts of the leaders and never reaches the people. Then Washinton tells us we have to sacrifice our entitlements and benefits in order to balance the budget. Let's recall us these S.O#$%$

The ROK has 653,000 active duty personnel, making it's military the 6th largest in the world from a population that is the 24th largest. The ROK allocates 2.6% of its GDP and 15% of all government spending to its military, and maintaining compulsory conscription for men. South Korea has sent its military overseas to assist American forces. It has participated in most major conflicts that the United States has been involved in the past 50 years. South Korea dispatched 325,517 troops to fight alongside American soldiers in the Vietnam War, with a peak strength of 50,000. In 2004, South Korea sent 3,300 troops of the Zaytun Division to help re-building in northern Iraq, and was the third largest contributor in the coalition forces after only the US and Britain. Beginning in 2001, South Korea had so far deployed 24,000 troops in the Middle East region to support the War on Terrorism. A further 1,800 were deployed since 2007 to reinforce UN peacekeeping forces in Lebanon.

South Korea is without doubt one of Amercia's most loyal allies.

South Korea is not the weak, sick country of olden days. It is high time that they completely take over there own defence. They are an economic power. Their army, air force, and navy are far superior then North Korea's. Let them solve their own problems.
      • Brent 10 mths ago
While South Korea might not be the "weak, sick country" of olden days, You fail to understand that by numbers alone, the ROKA Army is no match to North Korean's military, the 4th largest in the world. Not withstanding the geographical and political advantage the North has being connected to China.

Forcing the Koreans to go it alone would be a HUGE mistake!

It is pathetic that we can bomb Libya, invade Iraq and threaten Iran. We do nothing about North Korea after repeat provocations because it has nuclear bombs. Isn’t that tells us something?

There's only two nations not under control of the world's monetary paper producing banking system-North Korea and Iran. This war has nothing to do with nuclear weapons directly. As all wars, it's all about money.

we are all over the world and we leave our whole southern border open while be are invaded daily by illegal mexicans costing this country billions of dollars a year. Our country is in serious trouble. Too many takers and not enough givers.

No...the threat is in Washington.....what's next 4 wars at once..? 3 is not enough.
Maybe the problem is NOT the other Countries, but our incompetent Leadership.

The North Korean leadership is out of control and it is up to China to tell them to cool there heels and stop acting like a bunch of idiots. Russia as already given up on them and they decided to walk away for now. The North Korean gov. looks quite healthy but there poor people are eating grass because they are starving. I can imagine the way this gov. treats it's military personnel they look like they are starving also there uniforms look quite loose on them. The North Korean military may look very impressive on parade but in combat I wonder how many would fight for a gov. that treats it'sown people like trash?. I sure they would fight but many would surrender for a chance to live a normal life instead of defending a dictator that controls them.
