Fourth NYC Consulate Gets Powder-Filled Envelope

Similar envelopes were sent to three other foreign consulates yesterday afternoon. "It's just another variety of the craziness that surrounds the fringe of our society at this point, I'm sorry to say," said Manhattan resident Judith Foster.
