AP - Weather-hardened Gulf Coast residents refused to retreat from a rare late-season tropical storm that weakened as it crept toward shore Tuesday, bringing heavy rain, stiff winds and some flooding.

The storm was about 165 miles south of the Gulf Coast at 3 p.m. Monday, with winds at 70 mph, according to the National Hurricane Center in Miami. Ida was moving north at about 18 mph. Tropical storm winds extend 200 miles.
