Nov. 10 (Bloomberg) -- South Africa’s Economic Development Minister Ebrahim Patel said he never proposed fixing the rand. The Cabinet agrees that a competitive rand is needed and the ministry will host a debate on the exchange rate within two weeks, Patel told reporters in Cape Town today.
