KAMPALA, Uganda (Dow Jones)—The Banyoro tribe, who occupy Uganda's oil- rich region around Lake Albert, have threatened to boycott the country's 2011 presidential and parliamentary elections, accusing the government of not resolving land ownership issues in the region, local leaders said over the weekend.
