Ukraine says plane shot down by rocket from Russia

KIEV, Ukraine (AP) — Ukraine's Defense Minister says a military plane has been shot down along the country's eastern border with Russia.

Rebels in conflict-wracked eastern Ukraine claimed responsibility for downing the Antonov-26 but Defense Minister Valeriy Heletey said the rocket may have been fired from Russia.

Heletey said the plane was flying at an altitude too high to be reached by the weapons used by the separatist pro-Russia rebels who are fighting government troops.

Authorities say plane may have been carrying around 20 people.
