UN: Food prices likely to remain volatile, high

ROME (AP) — Prices for rice, wheat and other key foods are expected to remain volatile and possibly increase — and poor farmers and consumers particularly in Africa will be hurt most, the U.N. food agencies said Monday.

In an annual report on the state of food insecurity around the world, the U.N.'s three food agencies urged governments to make good on pledges to share information about farm forecasts and food stock levels to avoid the price swings that resulted in food riots in 2006-2008 and an eight percent increase in the number of undernourished people in Africa.

They also urged greater long-term investment in the agriculture sectors of poor countries so farmers can bolster production to meet increasing demand and cope better when food crises hit.

Failure to do so, the agencies warned, will result in continued price fluctuations, which makes poor farmers and consumers in food-importing countries at ever greater risk for poverty in both the short and long term, it said.

"Changes in income due to price swings that lead to decreased food consumption can reduce children's intake of key nutrient during the first 1000 days of life from conception, leading to a permanent reduction of their future earning capacity and an increased likelihood of future poverty with negative effects on entire economies," the report said.

It was produced by the Rome-based U.N. Food and Agriculture Organization, the World Food Program and — for the first time — the U.N.'s International Fund for Agriculture Development.

FAO has been urging producer countries not to take drastic measures such as export bans when production plummets because of drought or other reasons. Such export restrictions have been blamed for the record high grain prices that fueled the social unrest in 2007-2008.

In June, the world's largest economies agreed to establish a transparent system to track global food supplies, set up emergency reserves and create a rapid reaction mechanism when drought or other calamity hits.

The agencies said the G20 proposal for a so-called Agricultural Market Information System would improve the reliability of food stocks estimates and forecast data and improve coordination in times of crisis.

A recent U.N. study predicted that prices will be 20 percent higher for cereals and up to 30 percent higher for meat in the coming decade compared with the past 10 years.

With the global population expected to increase from 6.9 billion to 9 billion by 2050, the problem of feeding the world has taken on urgency and was put at the top of the G-20 agenda this year under the French presidency.

In a separate report, ActionAid said Monday that 1.5 billion people across 10 countries are vulnerable to what the global anti-poverty agency calls a triple crisis of climate change, depleted natural resources and high food prices.

ActionAid urged G-20 leaders to increase investment in small farms in poor countries. It warned that millions of poor farmers will be deprived of arable land to produce food due to demand for biofuels, which take up land that could be used to grow edibles, and a rush from foreign investors to control natural resources such as minerals.

The group said it had conducted a survey of 28 poor countries and found the 10 most vulnerable were Congo, Burundi, South Africa, Haiti, Bangladesh, Zambia, India, Sierra Leone, Ethiopia and Rwanda.

As long as we keeps subsidizing bad decisions like having children without the means to care for them, those decisions will not stop and the problems will only increase!!! I do feel bad for the starving children, but perhaps the parents should have thought about that difficulty before having the kids!!! The same thing happens in the US and we reward them for it by providing all healthcare, welfare, food stamps, etc at no cost to the parents, but it costs all tax-payers to raise that kid!!!!! End the warfare/welfare state and those decisions will change!!!

Such a profound statement from the U.N. It's not really that hard to follow the world markets. Forecasting production is somewhat more difficult. We aren't in charge of the weather. The U.N. would do better investigating corruption in their own food organizations.

The liberals have been suggesting for decades that all surplus food be sent to third world countries......but their ignorance of economics does them a disservice.....cuz their policies hurt those they seek to help.....
      .
What does sending a bunch of our suplus food do for farmers in these countries when we give away our food for free or at vastly reduced cost? How can a poor farmer from a poor country compete with fre food (or food at vastly reduced price?). Liberal policies, while well intended, have the consequences that the farmers in poor counties cannot possibly compete.....AND, since we gave away massive amounts of food to poor countries for decades, now those supposedly poor countries have more people than we who are feeding them have

have you think about the reason of the increasing of hunger population?? there are more and more rich people and they control the finance and cause the food price volatily high! that's the piont!

Green, I have THOUGHT about the REEASONS of the increasing hunger population (my entire life I have worried about it - I was even taught I was supposed to feel guilty cuz my skin is white, my genitalis says I am the bad guy and I even like women).....
        .
They have too many kids and cannot feed them and dont practice birth control.......Throughout my lifetime, they have become more and more and more overpopulated and that is nOT the fault of some rich guy somewhere (unless he/she was giving away free food for decades)...

To a large extent, blame ethanol.
Using all possible arable land to grow things that are then burnt takes away room to grow things that are eaten. This inevitably leads to food shortages, as was cited in the article.
Ethanol is not cost effective as a fuel, and it drives up food prices. Write your congressman now to end ethanol subsidies.

Crops throughout the world have been hurt by weather extremes. that is floods and droughts. Basic food inventories are way down. The sun is unusually hot in pumping out more UV radiation than normal. Most likely planet X or whatever is agitating the sun causing it to pump out more radiation which does affect the weather. Before this is all over a lot of people are going to be hungry.

more sun causes more growth of plants, not less....your theory has so many holes you could use it as a strainer

@Clint wrote, "... Most likely planet X or whatever is agitating the sun causing it to pump out more radiation which does affect the weather..." Please show us verifiable evidence of the existence of "planet X". And remember, this has to be something that others can access, because no one else can hear the voices in your head.

The governments around the world are controling the weather paterns throught CHEMTRAILS and stations such as HAARP. If you don't think this is happening just look up, especially at sunrise and sunset. Add to this the UNITED NATIONS who already decides who lives and who dies, is using food as a NON WAR way of population control. THIS IS JUST THE BEGINNING. Open your eyes, stand up speak up and get on board before it is too late! This is coming to a country near you!

I know that it isn't what any of the rest of us are perceiving.

Again Corporate greed on Wall street, why are US farmers paid not to grow to much food there's enough farmable ground in the US to feed the world ten times over for the next 100 years. Yes our Government and Corporate greed do control the food supply here and abroad. There's no shortage of food only a shortage of common sense. Never a shortage of Corporate greed

There is a Chinese poet :"While the rich wine and dine, the poor die of cold by the roadside." It happened in old times, and it still happens. When we are wasting the food, we should know that thousands upon thousands people are starving. On the other hand, just giving material assistance is far from enough. I think the developed countries should give them more technological assistance as well as cultural help. That's may be better for them.
