    UN intervention in Syria: What is Russia's tipping point?

    Russia continues to oppose any United Nations intervention in Syria, even as violence escalates. But Russia might be persuaded to act if the Assad regime looks certain to fall, experts say.

    A bitter stalemate at the United Nations over Syria means the deadly conflict pitting the Assad regime against its armed opponents is likely to continue until Russia believes that President Bashar al-Assad can no longer hang on, regional experts say.

    “If the Russians become utterly convinced that the regime is going down the drain, then the US and its allies can convince them that their best bet is going with the future,” says Wayne White, an analyst with the Middle East Institute in Washington and a former State Department policy planner.

    “But we’re clearly not there yet,” he adds, “so unfortunately it looks like the fighting and killing will continue.”

    The UN Security Council is debating two rival resolutions on Syria. One is backed by the Arab League and Western powers including the US and calls for Mr. Assad to step aside while other political factions negotiate a settlement. A Russian version envisions ending the violence through negotiations between the Assad government and the opposition.

    The Arab League is delaying its scheduled Feb. 5 meeting on Syria until Feb. 11 to give the Security Council a chance to act.

    Russia has already said it considers any call for Assad to step down as tantamount to “regime change” and thus a red line it will not cross. As one of five veto-wielding Security Council members, it can also prevent the council from crossing that line.

    Moscow opposes any international action for two reasons: its historic opposition to outside interference in countries’ internal affairs (though it has often not included former Soviet states in that policy); and its long diplomatic and military ties to Syria, its last foothold of influence in the region.

    Mr. White says he believes the Assad regime is “doomed,” but adds that the Russians are “not yet willing to accept that – and are in a place where they are trying desperately to protect their own equities.” 

    Joined by China, Russia vetoed a Syria resolution in October. International human-rights groups say that the rate of killings in Syria has doubled since then, with the UN estimating that more than 5,400 Syrians have died in the nearly year-old conflict. 

    Most diplomats and experts see little chance that Russia will support or at least abstain from voting on a measure calling for Assad’s departure. They also say that a resolution without such a reference would be almost meaningless.

    Some diplomats are floating the idea of a “humanitarian corridor” inside Syria where civilians would presumably be safe, or a “buffer zone” along the Syrian-Turkish border where refugees from Syria’s mounting violence could gather. But it is unclear what international entity would enact and enforce such measures in the absence UN action.

    NATO says Syria is very different from Libya and is unlikely to involve itself in the conflict, even though Turkey, where tens of thousands of Syrians have fled, is a NATO member. The Arab League, which has suspended Syria’s membership and is now calling for Assad to step aside to allow elections to determine a new government, has no means of enforcing such measures. It recently had to withdraw its modest Syria observer mission in defeat.

    On Tuesday at the UN in New York, Secretary of State Hillary Rodham Clinton said Russia’s repeated comparison of Syria to Libya is a “false analogy,” and she insisted that Western powers have no intention of intervening in Syria.

    But White says it’s not unreasonable for the Russians to “suspect” the West’s UN measures are about regime change, because they are – even if the means are different from what took place in Libya.

    He says: “The Russians are going to balk at anything useful in terms of collective action to speed up the departure of the Assad regime, and that’s really what all the others want.”

        @Spice: I doubt that any of our grand fathers and great grand fathers who fought against Germany in the Second World War fought for the world we live in today. I think that if given a second chance, they'd all have rather fought FOR Germany than against it. Today's world is a liberal delusional disease.       Do we, the U.S. kown what Syrian people whant the current Syrian government to do? Or what is wrong with current governement that their people does not like, or why do they want change, just like Lybia or Iraq?? Do we, our government, learn anything from invading Iraq? Or what kind of benefit did we offer Iraqist other than just a superficial "Democracy" that there are still constant fighting inside Iraq?? As for Lybia, U.S. military did not show face on that war, but we know well that we involved with the bombing that led to the NTC's winning and Kadhafi's defeat. Or do we know why the riot in Syria occur? Because of the African Spring? Just because of the word "Spring" so they want to change of their own goverment? How many people in this world would be able to please "everybody" in this world? Had "We" the American ever had a president that would have gained 100% support from all American ever? I have two kids and supported them all these times and I had never gained 100% from them nor my wife! For that matter, should I divorced them and get rid of myself then?? I am no diplomat, I do not recall there was any sigificant problem in Syria prior to the "Spring" event surface. I do not know much about Lybia, but according to the UN world people living standard survey, during the Kadhafi regime, the living standard of Lybian was highest in Africa. Now, after the regime change, the country is in dissray and completely fractured. Is this good for Lybia? I am not a Kadhafi fan by no means, but let us ask one question ourself, what do we want? Or let ask , what ordinary people in general wants in their life? Don't we just want to have a life without trauma and disaster? That there is no more war and no more hardship and death to our love ones?? Why do we impose hardship to other people just to stir up problem so as to sell them weapons to make money throughout the world???

      The US and Europe should pretend they are for Assad first then when Russia does the opposite and proclaim that Assad should be removed the western powers should just simply say "OK, you lead Russkies!"

      Syria being as diverse as a country could possibly be in the middle east, is the whole of
      the middle east in nature. What happens there will effect everyone in the region and paints
      a rather dark future. Solve some of the problems there now or have a much harder task
      tomorrow. Russia may be a bit short sighted but some others are close to blind.

        The difference is the Nation of Iran. Iran supports this regime. The west does not want to complicate the issue and combine as well as distract away from the Iranian nuclear issue that the IAEA is trying to understand and contain. Plus if you add the fact that Russia is a huge trading partner with Iran and Syria.

      Russia has own interest in this region-military bases that left from USSR. And also Russia always support terrorism around the world and it gives opportunity to make pleasure on the USA and other countries.       While I am strongly against armed intervention in Syria, for pity's sake have some sympathy for the thousands that have died! All the counts from all agencies show at least 6000 dead so far. The UN quit counting after 5000 when over 400 were confirmed killed in just one week while the Arab league was there. This is a slaughter on a massive scale and you could at least show some feelings for the families that have lost loved ones in this disaster. I think we have some paid agents for Syria and Russia posting on this thread.

      Russia is opposing the UN resolution not because the governmental leaders care in particular about Assad, but because they do not want the current Syrian regime to be replaced by a US influenced regime. The push within the United States government for world domination is the reason.

      When President Bashar al-Assad is ousted Syria will be in total chaos. Just look at Libya and Iraq and Afghanistan. These places are tribal, religiously fractional and only a strong leader can hold it together. Sad a few protestors have been killed but its not fighting in the streets and hundreds more will die in a civil war when Assad falls. And no I am not a Assad fan, just telling it like it is.

      Let me add some info to this. Assad has been great for both Israel and the US, there was no wars, attacks or any violence since he took over. If we care about the security of Israel, we need to keep this guy in power. Look what happened in Egypt, the Muslim Brotherhood took over and now they are going after us, breaking all ties with us and in the very near future they will throw the peace treaty with Israel in the trash and God knows what may happen after that. The new middle east we called for is going against everything we had planned except for Libya of course. Assad learned from Gadhafi's mistakes and he had moved major weapons into the cities where he has support. This war is going to be a lot more costly and way longer than the one we saw in Libya.
