    UN says Haiti police force best body for security

    PORT-AU-PRINCE, Haiti (AP) — Haiti's national police force is the best body for providing security in this poor nation and the government should concentrate on building up the force, a senior U.S. diplomat said Thursday.

    Susan Rice, U.S. ambassador to the United Nations, commented on behalf of her U.N. Security Council colleagues as they wrapped up a four-day visit to meet with senior Haitian officials and view U.N. operations in Haiti.

    The U.N. focus on strengthening the understaffed national police is almost certain to complicate President Michel Martelly's push to restore Haiti's army, which was disbanded in 1995 because of its involvement in coups and history of abuse.

    The Haitian government, its international partners and the U.N. peacekeeping force "have invested in building the Haitian National Police as the body that can best provide daily protection for the Haitian people," Rice said at a news conference. "The goal has been set to increase it in the next five, three to five years, to another 15,000, 16,000 and perhaps more beyond that."

    Rice said the U.N. peacekeeping force will remain focused on increasing officer levels, "because that is the institution that exists, that is under way and has the best prospect in the near term of being capable of playing the (security) role" shared by peacekeepers and Haitian police.

    The United States, Canada and other countries have said Haiti should devote its limited resources to building the police force, which has just 8,000 officers in a country of 10 million people, and to rebuilding from the 2010 earthquake.

    Martelly argues that a new army is needed to patrol borders and protect the environment.

    Presidential spokesman Lucien Jura couldn't be reached for comment Thursday evening.

    The 15-member U.N. delegation visited the western port of Miragoane and the country's second biggest city, Cap-Haitien. In the north, the diplomats toured an industrial park and, Rice said, a "tragically overcrowded" prison and an "underperforming" court.

    On Thursday, the delegation went to a camp for people displaced by the earthquake and a hospital that houses a treatment center for cholera patients.

    The news conference coincided with a small street protest outside the international airport. About 80 demonstrators accused United Nations operations in Haiti of causing more harm than good.

    The U.N. mission and its peacekeepers have been blamed for introducing the cholera outbreak that has spread throughout Haiti and are also tied to allegations of abuse of children in the past year.

    "We take very seriously any instances of sexual abuse, exploitation and violence, especially those committed by U.N. personnel," Rice said. "They must and will be thoroughly investigated, and the perpetuators will be brought to justice."

    Several cases involving U.N. troops are under investigation.

    The U.N. set up the peacekeeping force in Haiti in 2004 to provide stability following the overthrow of then-President Jean-Bertrand Aristide. The mandate for the force of 11,000 soldiers will come up before the Security Council for renewal in October.

      Typical response by a totally useless world organization. The UN should be dissolved. It has done nothing since its creation in 1948 except spend money. It wouldn't hurt if the USA also quit the World Bank and the IMF, 2 other useless organizations.

        There have been incidents with the Dominican Republic(the other shithole on that Island)since both slaughtered the french colonists and gained independence in the 1800's

        If Haiti has no need for its own military, then the existing international troops consortium provided by the U.N should depart Haiti. Of course they won't because Haiti is a vacation for them. they screw little boys, little girls, have girldfriends, get pay really well compared to their country. Haitians should invite the somalians in Haiti to kick the U.N out, there are 15000 active members in the Dominican republic's army, a country of similar populations and less problems than Haiti. If I was the president I will take my chances and demand the withdrawal of all foreign forces in Haiti no later than December 1st since they have to vote in October, Aristide ruled without a military, it was the IRI who supported the coup against him with their other parties of interest. Once the UN leaves, I would have Cuba, Venezuela rebuild the military, and neutralize diplomatic relations with the fake friends of Haiti,aka occupiers, have a bilateral econoc relations with ALBA and BRIC, Vietnam, have a governor in each of the 9 departments to decentralize the country and have accountability, imagine if the US did not have governors and state senates to run these places, you will have complete anarchy and weakness, and Europe will run your country

      No one could come into my house and tell me what to do unless i am begging you for favors.That is exactly what is wrong with Haiti today.Now the U.N.is telling them that they can't have an armed forces...Hummm what about them what are they? and what about the money they are getting pay monthly?Isn't it supposed to a lot more than what the Haitian Army would get???????

        Haiti needs an insurgency against the UN and anyone who decide to put boots in Haiti. but corruption is why they always find their way back, The International community don't want Haiti to have a military because the elite use the military as a tool to overthrow even US backed prez like Marc Bazin,Haiti has no guns, no leaders, the people of Haiti are simply stuck, unless WW3 happens Haiti will not see the light of freedom anytime soon because they will always find legitimacy to be in Haiti. the UN has been in Haith since 1991 when the US invaded Haiti, they awere only absent for 3 years from 2001-2004 when Aristide was president. Haiti is still a failed state, worse it's under occupation,we also had presidents under the US occupation in 1915-1934, history still recognized it as an occupation. we need to learn the tactics of the Iraqis, the Somalis, the Afghans to fight against this better funded, better trained, better equipped force, we need motivation, a change of moral character, courage, we need modern young leaders, this is a modern day reinterpretation of colonization, and even if we cannot win, we need to let them know that not all Haitians agree with them in this country

      Instead of wasting more time and money on hopeless Haiti, its territory should just be turned over to the Dominican Republic. Give the Dominicans some funding and at least they will be able to make it liveable and economically self-sustaining.

        @El pa. actually Letty Hagstrom may be up to something. Look at this plan we can sent all of Africans living in the Island back to africa (They will love this move since they are very proud of their African roots) Then, we can repopulate the land with civilized people regardless of color but preferably mixed people- so far win-win situation.
