US budget deficit to dip to $1.1T

WASHINGTON (AP) — A new budget report released Tuesday predicts the U.S. government will run a $1.1 trillion deficit in the fiscal year that ends in September, a slight dip from last year but still very high by any measure.

The Congressional Budget Office report also says that annual deficits will remain in the $1 trillion range for the next several years if Bush-era tax cuts slated to expire in December are extended, as commonly assumed.

The report is yet another reminder of the perilous fiscal situation the government is in, but it is commonly assumed that President Barack Obama and lawmakers in Congress that little will be accomplished on the deficit issue during an election year.

The first wave of statements from lawmakers had a familiar ring as each party cast blame on the other.

"Four straight years of trillion-dollar deficits, no credible plan to lift the crushing burden of debt," said House Budget Committee Chairman Paul Ryan, a Republican. "The president and his party's leaders have fallen short in their duty to tackle our generation's most pressing fiscal and economic challenges."

"We will not solve this problem unless both sides, Democrats and Republicans, are willing to move off their fixed positions and find common ground," said Senate Budget Committee Chairman Kent Conrad, a DemocratD. "Republicans must be willing to put revenue on the table."

The study also predicts modest economic growth of 2 percent this year and forecasts that the unemployment rate will be 8.9 percent on Election Day, Nov. 6. That is based on an assumption that President Barack Obama will fail to win renewal of payroll tax cuts and jobless benefits by the end of next month.

That jobless rate is higher than the rates that contributed to election losses by Presidents Jimmy Carter (7.5 percent) and George H.W. Bush (7.4 percent). The study predicts unemployment to remain above roughly 5 percent — until 2016. The agency also predicts that unemployment will remain at 7 percent or above through 2015

The new figures also show that last summer's budget and debt pact has barely made a dent in the government's fiscal woes.

The pact imposed $2.1 trillion in spending cuts over 10 years, but lawmakers are already talking about easing across-the-board spending cuts required under the agreement. The latest estimates predict $11 trillion in accumulated deficits over the 2013-2022 time frame if the Bush-era cuts in taxes on income, investments, large estates and on families with children are renewed. Obama has proposed largely extending them, but allowing them to expire for upper-income taxpayers.

Last year, Obama and the leader of the House, Republican Speaker John Boehner, tried but failed to reach a "grand bargain" on the deficit, an effort that got hung up over taxes and cuts to major benefit programs like Medicare. A subsequent attempt by a congressional "supercommittee" to find smaller saving sputtered over the same issues.

What is left is a heap of unfinished business that comes to a head at the end of the year: expiring tax cuts and painful across-the-board cuts to the Pentagon and many domestic programs. To top it off, another politically toxic increase in the debt limit will be needed at some point shortly after the November elections.

The deficit would require the government to borrow 30 cents of every dollar it spends. Put another way, the deficit will reach 7 percent of the size of the economy, a slight dip from last year's 8.7 percent of gross domestic product.

The CBO report shows that the deficit dilemma would largely be solved if the tax cuts enacted in 2001 and 2003 — and renewed in 2010 through the end of this year — were allowed to lapse. Under that scenario, the deficit would drop to $585 billion in 2013 and to $220 billion in 2017.

But expiration of those tax cuts would slam the economy, the report said, bringing growth down to a paltry 1.1 percent next year.

Isn't that special. We are only spending $1.1 TRILLION more than we take in. How about this? STOP SPENDING SO MUCH!
      • James 3 mths ago
Well there is that little war in Iraq that Bushie started...that put us over the top....that should begin to come down IF we realize we can't keep on paying so little in taxes!
      • markh 3 mths ago
I say STOP TAXING SO LITTLE!!!
      • Roy 3 mths ago
Markh, can we assume you are a non-tax paying citizen? Would love to know the percentage of those pitching higher taxes are the 48% who pay NO Fed income tax & receive a nice refund to boot.So why would you give another penny to a govt who can blow thru $$$ faster than a hurricane on amazingly stupid unnecesary #$%$

Yes, lets do away with the unfunded prescription drug benefits put in place during the Bush era.

no worries, Obama will fix it all, the same way he did the national debt and unemployment

Prez Zero must have someone else tie his shoes for him or he would tie them together. The only time the economy will turn is in 2013 when the White House is fumigated and we install a real president

why do con's choose to ignore the past?

Stop spending more than you take in. We hand out 225 billion a year and many of it is to countries that hate us. If any of us ran our house the way the government runs our country we would be homeless and on the run from creditors.
      • Daniel S 3 mths ago
UNfortunately, it is not a matter of just stopping new spending...we have to pay off all of the junk we put on the nations credit card.
      • Owen 3 mths ago
We do have to pay off our debt. We are also giving away billions of dollars every year. BILLIONS. Billions that we have to barrow so we can give it away, then the American taxpayer has to pay that money back and pay intrest on it.
    • Dave  •  3 mths ago
Why are we pretending that raising tax rates will curb the defici? The government has proven that it will always spend 110% - 125% of whatever it brings in.
      • Paul 3 mths ago
Not to mention higher tax rates don't result in higher total revenue collections.
      • Rick Diculous 3 mths ago
110% - 125%??? Hahaha!! That's not even close. Currently, the gov't is borrowing 40 cents of every dollar it spends.
      • Dave 3 mths ago
Great point Paul. If the libs were in charge of Wal-Mart, they would propose doubling prices (rates) to double revenue.
    • anonymous  •  3 mths ago
      Here's an idea...try cutting spending!

It's the Democrats fault! Nope it's the GOP to blame. Actually, WE, the citizens of the United States are to blame. We are the 380 million plus who let 535 selfish crooks decide our fates on a daily basis. We sit and bicker along party lines while politicians on both sides continue to get ahead. I do not see ANY DC politicians suffering from the economy, yet the economic crisis is their fault. All decisions are based on who gets what kickback or solidifies their power base. When Americans stop acting like kids arguing over who's club is cooler and start acting like a country UNITED, then we may be able to start working towards getting this country back on track. Till then, it does not matter who has what position in Washington, the citizens will suffer regardless.

It is still over $1 Trillion for the 4th straight year.
Obama is doing a wonderful job, of destroying America.
    • Gargantuone  •  3 mths ago
We only spent $1.1 trillion more than we made? Wow, we are really cutting back now...
    • J  •  3 mths ago
Insane. Get rid of base line budgeting. You simply cannot increase spending by 7 % every year and call that a balanced budget. I really want to see the personal credit ratings of these jokers.
    • Young  •  3 mths ago
Is that including the budget for the expected Gulf war with Iran this summer?
    • James  •  Hagerstown, Maryland  •  3 mths ago
maybe we should consider cutting some of the spending? LOL....
    • Katie  •  Portland, Oregon  •  3 mths ago
6 trillion in "new" debt, faster than any president in history. 36 months.
    • Mike Thrift  •  Tampa, Florida  •  3 mths ago
Will these numbers be revised next week like all the other reports released to make Obama look good and the revised to more fake numbers. The only thing that will save the US is real spending cuts not made up numbers. Vote them all out.

"...that little will be accomplished on the deficit issue during an election year..."
Because it's not about doing the right thing, it's about getting elected.
Sad if you are on the right or the left. Most of us just want the budget madness to end sensibly.

"US budget deficit DIPS to 1.1 TRILLION dollars!" Does anyone else have a problem with this statement?
    • Bill  •  Middletown, New York  •  3 mths ago
If Obama is reelected this country will finally go into default on the debt! To all of you who think the debt doesn't matter ,you will find out quickly enough that it does!
    • JamesB  •  3 mths ago
This article implicitly identifies the problem. They only discuss ending the tax cuts and the republicans putting revenue back on the table. What about spending cuts. The article addresses those when it says 'across-the-board cuts' which will occur at the end of the year. Where are the spending cuts now? The government wants to increase revenues but refuses to cut spending. That is the problem and will continue to be the problem. When will the Democrats put spending cuts beginning TODAY on the table? Not some vague spending cuts in the future which will then be backed away from when they get near.

The US is going to be the largest Greek type fiscal crisis ever in a few years. The only alternative is to have high inflation to monetize the debt and punish the savers and elderly while helping out the worthless spenders.
