    WASHINGTON (AP) — The U.S. Congress has cleared a $662 billion defense bill and will send the measure to President Barack Obama for his signature.

    The Senate voted 86-13 for the sweeping bill on Thursday. The bill would authorize money for military personnel, weapons systems, the wars in Afghanistan and Iraq and national security programs in the Energy Department. The House had voted 283-136 for the measure Wednesday night.

    The legislation is $27 billion less than Obama wanted for the Pentagon and other accounts.

    The White House initially threatened a veto but dropped that warning, saying last-minute congressional changes no longer challenge the president's ability to combat terrorism.

      You all are missing the BIGGEST point on this bill: This Bill will also make it LEGAL to detain AMERICAN CITIZENS indefinitely if suspected of being linked to terrorist groups, without ever appearing before a judge. This Bill will nullify the Bill of Rights completely.

      Change may be possible if everyone on here would vent by writing letters to their representatives in Washington, i.e. congress and senate by writing letters and calling their offices. Until they get overwhelmed with issues that we want on a large scale, no changes will ever come. They need to know that we are united on issues and arm chair quarterbacks are of no assistance. In case you're wondering, I do my share of writing and calling their offices. It gets very frustating when you get no responses especially when the matter is of severe importance and this happens often. This may be due to the fact that they are not getting much mail or contacts regarding the issues. If people start demanding we might start seeing change. Just saying....

        the only way to get congress to pay attention to you is thru a lobbyist!! the prob is that the 1% in this nation control 90% of the wealth so a average citizen lobbying group would have no chance!! you can use up reams of paper wirting letters and wear the buttons off your phone and it won't make a bit of difference!! the american people need to march on DC, arrest every politician for their crimes and create a new gov't OF THE PEOPLE, BY THE PEOPLE, AND FOR THE PEOPLE!!!!

        They have to. He is the President and Chief of the armed forces. No matter how much you dislike the president you HAVE to know as an informed citizen that he calls the military shots when it comes down to the big decisions.

        It's not just Obama. I hope they refuse any unlawful orders from any of these psychopaths either in the present or in the future. Please let my hopes be right that we see a split. Please let the majority refuse the orders. I know you'll have some that will follow orders for the sake of following orders or some that will follow orders with no questions asked.

      Look I think the military should be given all they need, they are the ones getting blown up, shot at and risk their lives everyday for people they have never met, they are the ones that are on the talibans turf, the terrorist backyard so that the enemy is not in our backyard, there are many other areas that could get cut back on like free hand outs to the people who dont feel like working, I feel that their needs to be a lot tougher watchdog on the welfare program and other programs a like... you better have some form of proof that you are trying to get a job and if one comes and you dont take it then your benefits are cut simple as that, why would we take away from those that put their lives in danger everyday, because someone who is getting free money from the goverment thought that they were better than to work for Mcdonalds?

      There are a few things wrong with this bill. First I will admit, I haven’t read the entire bill, just portions that I’ve found online. I did try to find the bill online at The Library of Congress, to no avail.
      The ability for our government to identify suspected American citizens as terrorist, have them held by the military indefinitely without counsel or trial is unconstitutional. This is just another example of our government being ruled by fear, without regard to our constitution. In our less than glorious past, we have indefinitely detained Italian, German and Japanese Americans during World War II, even when their relatives fought against their ancestral homes.
      Will we repeat this behavior or will we respect our constitution as a document that applies to us all of our citizens.

      One our founding fathers said it better than I. “Those who would give up essential liberty to purchase a little temporary safety deserve neither liberty nor safety.” Benjamin Franklin, Historical Review of Pennsylvania, 1759.

      Secondly I recently read that the defense department purchased over 10 million dollars of small arms ammunition from Israel. Isn’t there an American manufacture? Why can’t there be a law stating that all defense spending must be done with American manufacturers? I would think this would be a matter of national defense. Why should we be depended on a foreign country to supply our military needs?

      Thirdly, if you combine our defense budget with the budget of Homeland Security, we spend more on defense of our country than the remainder of the world combined. Fives more than China, ten times more than Russia., yet we spend less as a percentage of GDP on education than 39 other countries, as measured by UNESCO; United Nations Human Development Programme; OECD Education at a Glance: OECD Indicators 2003.

      Are we really that afraid of the rest of the world? So afraid that we would neglect educating our citizens in order to out spend the rest of the world combined in defense. Please wakeup America, before it’s to late.
