    US-Mexico governors conference languishes

    ENSENADA, Mexico (AP) — New Mexico was again the only U.S. state to send its chief executive to an annual conference of governors from the Mexican and U.S. states along the border, fueling questions about whether the 30-year-old tradition has lost its way.

    Arizona Gov. Jan Brewer canceled last year's gathering in Phoenix after Mexico's border governors boycotted the event because she had just signed a tough law against illegal immigration. The New Mexico governor at the time, Bill Richardson, convened a meeting in Santa Fe, but he was the only one of four U.S. border governors to show up.

    Richardson was also the only U.S. governor at the 2009 conference in Monterrey, Mexico.

    Current New Mexico Gov. Susana Martinez was the only U.S. governor at the 29th meeting, a two-day gathering that ended Thursday in the Mexican port city of Ensenada, about 50 miles south of San Diego. California and Arizona sent representatives. Texas sent no one.

    "I don't think you can do this halfway," Martinez said in an interview. "You've got to do it all 10 governors communicating and trying to fix the problems that affect both the governors on each side of the border."

    The New Mexico governor said she would try to send an invitation within a few days for next fall's meeting in Albuquerque and a reminder in three months.

    "It's sort of like a wedding invitation, where you keep reminding people," she said.

    Half of Mexico's six border governors were also no-shows. The chief executives of Baja California, Chihuahua and Sonora came, while Nuevo Leon, Tamaulipas and Coahuila sent representatives.

    Brewer backed out Tuesday, depriving the gathering of some potential excitement after last year's fiasco. Her spokesman, Matthew Benson, said she needed to catch up on state business after a 10-day trip to China that ended Saturday.

    The most important item on Brewer's schedule was a briefing Wednesday on reforming the state Child Protective Services agency, Benson said. He insisted that last year's meeting and the Mexican government's opposition to Arizona's immigration law played no role in her decision to stay home.

    "There are a number of other new governors on both sides of the border. She was looking forward to meeting some of those governors and having a chance to sit down with them," Benson said.

    California Gov. Jerry Brown considered going but is busy in Sacramento reviewing hundreds of bills for his signature, said his spokesman, Gil Duran.

    Texas Gov. Rick Perry is raising money ahead of Friday's filing deadline for presidential campaign finance reports. He had fundraisers in Tennessee on Wednesday and in Tennessee, North Carolina and West Virginia on Thursday.

    "Conversations about border issues between Texas and other states and the federal government are ongoing whether or not someone is attending border governors' conferences," said Perry spokeswoman Lucy Nashed.

    It's a far cry from 2008, when California Gov. Arnold Schwarzenegger drew all nine other border governors to Hollywood. Many posed for a group photo dressed as characters from the "Terminator" movie.

    The meetings, which alternate each year between the United States and Mexico, have been forums for a host of shared opportunities and challenges from trade and cross-border violence to water rights and infrastructure needs since 1980, when the governors met in Ciudad Juarez, Mexico. Up to 1,200 people came in the early 1990s, leading to limits on attendance aimed at making the gatherings more intimate.

    Part of the governors' challenge is that many decisions are made by federal governments, a dilemma also facing border city mayors who meet periodically to discuss issues like immigration and congested border crossings. Only one U.S. mayor — Jerry Sanders of San Diego — attended a meeting last year, and his city was the host. He left after welcoming remarks.

    The governors put their best face on the poor turnout. Chihuahua's Cesar Duarte told reporters that U.S. presidential politics kept Perry away and sidestepped a follow-up question by highlighting the presence of New Mexico's governor.

      Well the evidence is clear that the problem with violence in Mexican border states is not top priority for the United States or Mexico alike. I guess if you look at it from Washington D.C.'s point of view it's not a very big problem. As long as they don't have to see it happening they don't have to worry about right? I mean afterall, it's just Texas, New Mexico, Arizona, and California right? Meanwhile, the people of cities like El Paso and Laredo live with the constant fear that some whacked out drug cartel hitman's bullets may stray and kill them or their children. But I guess Washington D.C. is a long way from El Paso so they'll hardly notice. So ask yourselves, who are the savages?

      people are upset that mexicans work here and send money back, but we send everything to mexico for production lines and then bring that money back here.

      Those meetings should be called off permanently. They get us nowhere because the Mexicans are not interested in solving anything, unless it's a wide open border and unrestricted immigration so they can unload all of their problematics into the U.S.

      maybe because it's all too apparent that 30 years of such meetings have done nothing to prevent the situation from reaching crisis proportion. i'd be embarrassed if i was associated with that level of failure.

      Mexico is having a Civil War between Drug Cartels, guess who's winning- the cartels. The Mexican Government has no power or control over so much corruption -I've lost count on how many people have died so far. Guess what these cartels are growing & are passing tons, tons of drugs into the USA daily. A news report mentioned a Mexican cop in central Mexico gets paid $450 a month and a cop living near border gets paid less- no wonder why tourist get pulled over for small traffic violations and have to pay money under the table or else. Anyone see the TV show Border Wars- these cartels pay Mexican people along the Mexican side to spy on US Border Patrol so they can know when to pass illegals/drugs. If this is happening now? Why not close the borders until the Mexican government takes back control or at least open the border 3 or 2 times a week. Why wait for corruption to spill over? Why can't the USA install cameras every 12 feet along the US/Mexican border, I bet Americans would be more than happy to help monitor & report any illegal activity. If we can send people to the moon, why can't our borders be better protected? Is it politics or supply vs demand?

        I can't understand why it is such a problem for these people to come over here and work. It is against everything this country was founded for to turn poor and hungry people away. So they come over and get jobs.. so what? Everyone always says, "Oh, they are taking jobs away from decent Americans." "They are getting a free ride off of our government." "They don't pay any taxes." Blah blah blah. Americans themselves are the reason they don't have jobs. They don't want to work! As far as not paying any taxes, let the Mexicans work legally and they will pay taxes like any other worker. And besides, I know PLENTY of "fine, upstanding Americans" who don't pay any taxes. They get food stamps and welfare and Medicaid and basically get a free ride. I am in a business where I see several illegal workers on a regular basis, and none of them are getting free rides from anyone! One guy continued to work with a broken wrist because his family in Mexico lives in a one-room house with no plumbing or anything and he couldn't afford to stop working, but he was utterly TERRIFIED to try to see a doctor because they might discover he isn't legal and deport him. Most illegals are terrified of anything the government offers because they don't want to be deported. These people are only trying to find employment so that they can take their earnings back to Mexico to benefit their families. If Americans want to get angry because someone is mooching off of the taxpayers, they should get angry at their friends and neighbors.

      I'm American, and the US hasn't done it's part either. Actually, it's done a lot of damage by allowing tons of firearms to be smuggled into Mexico. If we, the most powerful country on the planet, can't even stop the illegal shipments of firearms into Mexico, how can we expect the Mexicans to stop the illegals and drugs from flowing into the States.

      Our government has even aided in the shipment of weapons into Mexico. And those same weapons have been responsible for the deaths of hundreds of people. If you don't believe me, look up Operation Fast and Furious

      why should the Mexican governors boycott the meeting because of Arizona immigration law. One reason only. Mexico is profiting from the illegal immigration. if they were for stopping illegal immigration they would applaud the efforts of the border states laws.

Even if NO governors of Mexico show up--the forum could be disolved as futile--but the elected officials are already at that point as they cannot effectively deal with the problem. Their boycott is the way they DEAL with things CURRENTLY. Getting paid to DO NOTHING!

      If the solution to illegal immigration from America's southern borders is the hardline one (deportations, manned fence the entire length, etc.) why do *Republicans* from border states favor more moderate measures (McCain, Bush, Perry)? Are they *all* really just RINOs or is it just possible they know something northern Republicans don't? (And it's not just pandering to the Latino vote, with the possible exception of Perry's case, Bush especially was already on his way out of office).
