    US: Taliban must renounce terrorism for talks

    KABUL, Afghanistan (AP) โ€” The Taliban must renounce ties to terrorists and endorse peace efforts as a condition for opening a political office in the Gulf state of Qatar, a senior U.S. diplomat said Sunday.

    Marc Grossman, the special U.S. envoy to Afghanistan and Pakistan, called for quick work in setting up the office in Qatar, seen as a step to negotiating an end to the decade-long war in Afghanistan between the Taliban and the Western-backed government.

    The issue underscores the complexity of efforts to wind down the war ahead of the scheduled departure of NATO combat forces by the end of 2014. Publicly, the Taliban have expressed no interest in reconciliation, and while the U.S. says repeatedly that the peace process must be led by Afghans, Kabul continues to fear it is being left out of the negotiating process.

    Grossman spoke to reporters Sunday in Kabul alongside Afghanistan's Deputy Foreign Minister Jawed Ludin.

    Grossman said Qatar and Afghanistan need to be in direct contact about the office, but "for an office to open, we also need to have a clear statement by the Afghan Taliban against international terrorism and in support of a peace process to end the armed conflict in Afghanistan."

    Grossman, speaking at the Afghan Foreign Ministry on a snowy evening in Kabul, noted that the Afghan government would welcome a delegation from Qatar to discuss setting up the office.

    Reassuring Afghan President Hamid Karzai, who fears he is being sidelined by U.S. efforts to find a political resolution to the war, Grossman said, "Only Afghans can decide the future of Afghanistan."

    Before making his first visit to Afghanistan, Grossman made stops in Turkey, Saudi Arabia, the United Arab Emirates and India. He wanted to stop in Pakistan as well, but he said Pakistani officials did not want to meet with him now because they were still revising their policy toward the U.S.

    The relationship is badly strained over the U.S. unilateral raid in Pakistan that killed al-Qaida leader Osama bin Laden and a U.S. airstrike late last year that killed 24 Pakistan soldiers. Pakistan, where many Afghan insurgent leaders are said to be based, has closed overland routes into Afghanistan for U.S. and NATO war supplies.

    Both Grossman and Ludin said Pakistan has a crucial role to play in efforts to craft a peace deal with the Taliban.

    "There really can't be a comprehensive settlement here โ€” a peace process โ€” unless Pakistan is part of it," Grossman said.

    Last year Washington opened secret negotiations with the Taliban exploring their willingness to enter into peace talks ahead of the withdrawal of U.S. troops.

    Talks with the Taliban briefly faltered last summer after Karzai learned of the clandestine negotiations and made them public, temporarily scuttling them. Privately, Karzai has expressed fears that the United States will broker a deal with the Taliban that will be imposed on his government.

    U.S. conversations with Taliban representatives have focused on establishing the Taliban office in Qatar and prisoner exchanges. The Taliban are seeking the release of five prisoners from the U.S. military prison in Guantanamo Bay, Cuba, including Khairullah Khairkhwa, the former governor of Herat province, and Mullah Mohammed Fasl, a top Taliban commander.

    Ludin expressed the Afghan government's support in getting a Taliban political office opened in Qatar and said it also would back an American decision to transfer some Taliban detainees from the U.S. military prison in Guantanamo Bay, Cuba, to Qatar.

    "If the United States decides to transfer these detainees to Qatar, to the extent that that means that these people will be reunited with their families, the Afghan government will support it. ... but you also will have to ascertain the desire of the detainees themselves," Ludin said.

    Grossman said no decision has been made about the transferring detainees from Guantanamo Bay.

      It seems like we spend way to much time and money trying to run other counties, controlling their governments and economies I donโ€™t mean to sound anti American because I am not. I just wonder what the future holds for us if we continue these policies. I donโ€™t even pretend to understand it all because of a limited educational background and trying to through researching available recourses and the media. Then trying to decide if I am getting creditable information. It has been an elusive endeavor.

      Taliban is not a terrorist organization. First and foremost, they are criminals. With that being said, at times they may use terrorist tactics but they are not terrorists persay. They are insurgents. The thing about guerrilla warfare or an insurgency is they are fighting the gov't not the populace. Taliban need the populace on their side to be effective. They may target coalition forces and the Afghan gov't but that's what an insurgency is about overthrowing the gov't.

      The reason they(Taliban) attack the gov't is to show the populace they can't provide you with security. If they(Taliban), can assassinate district and provicenal Govenors, the Chiefs of Police and sabatoge shuras. The feeling is if they can't protect you, then you' re not safe.
      Therefore, they(Taliban) should be the gov't and they will protect you. Insurgency = overthrowing of the gov't. Counterinsugency= making sure the gov't is not overthrown by the insurgents.

      I can see the logic behind the USA wanting to MAKE the Taliban denounce terrorism....

      We are trying to get one of the biggest anti-west groups (the Taliban) to do what the OTHER Arab nations can't seem to do THEMSELVES....DENOUNCING TERRORISM!!!

      It seems to me that Arab nations who do NOT embrace radical Islam should be expelling, jailing, and executing their little radical problem THEMSELVES....BUT THEY DO NOT.

      They sit idly by, while this cancer makes the word ISLAM a despised word on the tongue of peaceful people all over the globe. They ALLOW televised beheadings, they ACCEPT the public beatings, the human rights abominations, the MURDER, the DEATH, the HATE.
      The Madrasas CONTINUE to teach HATE against the Jew, the Christian, the Moderate Islamic person, yet they ALLOW them to teach their children JIHAD and violence against people they don't even KNOW.....and their governments are so busy HATING THE WEST that they have decided it's better to PROTECT radical Islam as a defiant gesture...
      PAKISTAN is a good example.....They griped about us "not asking permission" to launch drone strikes, even thought the strikes GOT ANOTHER BAD GUY!!! they were so busy being angry with THE WEST because THE WEST went in there and DID THEIR JOB FOR THEM and made them look like the spineless, two-faced PRO-RADICAL nation they ARE.

      So, yeah....I see the logic of wanting to MAKE the Taliban denounce terrorism.
      It would be the most symbolic, most EPIC WAY of making radical Islam look like the fools they are, in front of everyone...and will demonstrate how we have brought the biggest anti-west terrorist group to their knees and made them tap out...

      BUT WE ALL KNOW THE TALIBAN WILL NOT KEEP THEIR WORD....

      AND WE ALL KNOW THAT THEY KNOW THEY ARE DONE...THAT THEY ARE ON A FUTILE SUICIDE MISSION NOW, AND CANNOT EVER EVER WIN OR RETURN TO THINGS THE WAY THEY WERE WHEN THEY RULED AFGHANISTAN!!!

      But the suicidal jihadi maniac cannot be reasoned with......PERIOD.
      They will not ever accept they have been defeated.
      They WANT to die for their hatred...and you ca't stop that mentality.

      It took TWO NUKES to get Hirohito to denounce kamikaze's and sign the treaty....

      It's gonna take more than silly little negotiations and making them publicly denounce terrorism for them to go away for good.....it's going to take KILLING THEM ALL.

      They are animals, that know ONLY WAR.
      We must NEVER TRUST THEM or ANYTHING that comes out of their mouths.

      When the US assassinates people (such as Russian scientists) in other countries with a special program designed to do so, we act like the terrorists as well. It is hypocritical, unfortunately.       I would never trust a muslim and especially Taliban since they can commit taqiyya and they can get away with it... they don't see it wrong in lying .. Quran 3:54 "And they (the disbelievers) schemed, and Allah schemed (against them): and Allah is the best of schemers." The Arabic word used here for scheme (or plot) is makara, which literally means deceit. If Allah is deceitful toward unbelievers, then there is little basis for denying that Muslims are allowed to do the same... and this was only one verse where it is permitted to lie.... they are many more

      How can there be peace if the aggressor continues to incite and start self-justified wars unilaterally on others and always with its band of sycophants in tow.
