About 20 million people from New York to Boston are in the Nor’easter’s path. Many spent the day stocking up on food, and storm supplies; and, U.S. and Cuban officials held their highest-level talks in decades. Manuel Bojorquez says there were no major breakthroughs, but there are signs of progress.
