Target Corp missed multiple opportunities to thwart the hackers responsible for the unprecedented holiday shopping season data breach, U.S. Senate staffers charged in a committee report released on Tuesday. There was no indication the No. 3 U.S. retailer responded to warnings that malware was being installed on Target's system. Other automated warnings the company ignored revealed how the attackers would carry data out of Target's network, according to the report. "This analysis suggests that Target missed a number of opportunities along the kill chain to stop the attackers and prevent the massive data breach," according to the Commerce, Science and Transportation Committee report.
U.S. To Internet Providers: We Are Watching Your Speed Promises
U.S. communications regulators on Wednesday reminded Internet service providers to promise consumers only the speed and quality of service that they actually deliver, or face penalties. In an advisory, the Federal Communications Commission urged both fixed and wireless Internet service providers (ISPs) to comply with regulations that say the companies must be clear and accurate in the information they tell consumers about their broadband services.

First announced back in April, Banana Republic has now revealed the first promotional visuals for the line, fronted by Kurkova. Mouret explained that the "common goal" of the collection was to offer "incredible fit" through various styles and offer "modern women" a selection of "multi-functional" pieces to "accessorize in her own way." The line will be available from August 7.
'Orange Is The New Black,' So A Michigan Jail Needs New Jumpsuits
Orange may be the new black on Netflix, but not at the Saginaw County Jail in Saginaw, Michigan. Sheriff William Federspiel said he started buying new black-and-white jumpsuits for inmates after the traditional orange jumpsuits — featured in the Netflix dramedy series Orange Is the New Black — became "cool." Federspiel told M-live, "It's because as you see shows on television, like Orange Is the New Black, some people think it's cool to look like an inmate of the Saginaw County Jail with wearing all-orange jumpsuits out at the mall or in public. It's a concern because we do have our inmates out sometimes doing work in the public, and I don't want anyone to confuse them or have them walk away." Federspiel said that some people in Saginaw had even put "Property of the Saginaw County Jail" on the back of their fake jumpsuits, though it wasn't clear just how many people enjoyed looking like prisoners at the mall.

Putin Signs Law With Potential To Censor Facebook And Twitter In Russia
In a move that could have major implications for social networking sites like Twitter and Facebook, Russian President Vladimir Putin signed a law Tuesday strengthening regulations on Internet data storage. Starting in 2016, the new law will require Internet operators to store Russian user data in centers within the country. Critics say once data is stored on Russian servers, it will be subjected to Russian laws, putting it at risk for censorship. Companies that don't comply will be blocked from the web. Agence France-Presse reported that the law is part of a plan to improve "the management of personal data of Russian citizens on computer networks." Critics say it could have a chilling effect on a variety of websites, including Facebook and Twitter, which do not have Russian data centers.
Probe Finds No Tampering With Malaysia Jet Black Box
Investigators said Wednesday, there is no evidence that anyone tampered with the cockpit voice recorder — one of the two black boxes — recovered from the wreckage of Malaysia Airlines Flight 17.
