    WADA urges Feds to hand over Armstrong info

    LAUSANNE, Switzerland (AP) — The World Anti-Doping Agency on Tuesday urged U.S. federal authorities to quickly hand over evidence collected in their lengthy probe into seven-time Tour de France winner Lance Armstrong and doping in American cycling.

    WADA president John Fahey said federal agencies in the United States gathered "significant evidence" in the criminal investigation that was abruptly closed last week with no charges filed and no explanation given.

    Fahey said it would be "very, very helpful if that information was handed over" to the U.S Anti-Doping Agency. That agency has said it will continue its own probe into doping in cycling.

    Federal prosecutors dropped the investigation of Armstrong last Friday, ending a nearly two-year effort aimed at determining whether the world's most famous cyclist and his teammates joined in a doping program during his most successful years.

    "There has been significant evidence taken on anti-doping areas, on what may have occurred in the way of doping. It would be very, very helpful if that information was handed over," Fahey said of the U.S. probe that was led by federal agent Jeff Novitzky, who also investigated baseball players Barry Bonds and Roger Clemens.

    "The United States anti-doping organization is keen to get hold of that evidence and we would like to see that happen because there could well be some very relevant information there," Fahey said.

    WADA's director general, David Howman, noted that U.S. federal agencies previously shared evidence gathered in their probe of the Bay Area Laboratory Co-Operative steroid distribution ring that brought down American sprinter Marion Jones and others.

    He said WADA anticipates that evidence from the Armstrong probe "will be shared in the same way" and expressed hope that could be done in the six months before the London Olympics open in July.

    "It is important that that happen as quickly as possible, just in case there are athletes who might be looking at going to London and where there is evidence in relation to them," he said.

    WADA's code has an eight-year statute of limitations for doping offenses. That raises questions about whether USADA would be able to make full use of evidence gathered in the federal probe and, if needed, initiate proceedings against Armstrong or any other rider for supposed offenses that may have happened before 2004. The federal probe was thought to have focused on the period when Armstrong rode for the U.S. Postal cycling team until 2004. He is now retired.

    But Howman cited the case of American runner and Olympian Eddy Hellebuyck to suggest that there can be exceptions to the eight-year limit.

    Last week, USADA announced that a U.S. arbitration panel had invalidated Hellebuyck's results from Oct. 1, 2001, to 2004, when he was banned for two years for testing positive for the banned performance enhancer EPO. At that time, he insisted he had not used performance-enhancing drugs.

    But in 2010, Hellebuyck acknowledged using EPO since 2001. Based on that and other information, the panel last week ruled that all of his competition results dating back to October 2001 should also be disqualified. The panel rejected Hellebuyck's argument that the statute of limitations should safeguard those results.

    "They were able to prosecute him for something that took place in 2001, in 2012," Howman said. "The statute of limitations is there, but the interpretation of how it works depends on the facts of each individual case."

    Fahey added: "Circumstances may exist that allow the rule to be set aside."

    "If there is a cheat out there, I'm very disappointed if that cheat is going to get away with it. I don't say that in respect of Lance Armstrong or anyone else. But, generically, I don't want cheats to succeed," Fahey said in a separate interview with The Associated Press.

    In the Armstrong probe, "we will never know in the criminal sense of what might have eventuated because they have dropped the criminal proceedings" he added. "Who knows, though, what might still be there."

        Dude (Darn Right), Armstrong was the most drug tested athlete in history. While competing and during the off season. He never tested positive for illegal drug use. It is time to move on from this witch-hunt.

      Let's see...the United States, with it's unlimited prosecutorial resources, has determined that Lance Armstrong did nothing in violation of U.S. law. And now some tin-horn organization wants the USA to turn over what it found? Good thing we have the Constitution that we do, otherwise Armstrong could be subject to ongoing harassment for decades. I'd love to listen to those European ninnies whine when they find out they'll get nothing!

      Once in a while, A "freek" athlete in a given genre of athletics comes along and dominates; Babe Ruth, who drank and played, so did Mantle; Jesse Owens, Babe Deidrikson, Bo Jackson. Then there's Flo-Jo, who dominated for a short time then died "mysteriously". Remember the East German ladies of the 20th century? Controversy and cheating will never end, and this means we will never know if a "Star Athlete" with inborn abilities is actually just that, or cheating. It's all just too too bad.

        But won't you give them a chance to prove it? Isn't eyewitness testimony good evidence? Why deprive an investigative and testing body of interviews and other evidence? How about liberty from those who violate prohibitions against blood doping and EPO use? Doesn't cycling deserve to be liberated from cheaters more than cyclists need liberating from WADA? Can you name an innocent person who has been victimized by WADA? Lance has been richly rewarded in his career; if he didn't dope then why did Landis say he saw him getting a transfusion of his own blood, or that he gave Landis testosterone patches?

      WADA needs to continually validate themselves even if by duplicate efforts...and there are people, organizations, and authorities all over the world with a lot of funding money that simply don't like the fact that Armstrong prevailed for so long, particularly as an American in a (as everyone SHOULD realize) 'European' sport.

      WADA will continually pursue this because they need the attention; they need to stay in the public eye and Armstrong's name is still the most identifiable name in cycling. It's the same reason that marijuana is still illegal in the US, because there's so much money to be made by 'fighting the drug war.' I'm not saying that we should do nothing to stop cheaters, they are a plague on any sport, but this goes beyond any reasonable level.

      Armstrong is the most tested athlete in history. The world cycling community continues to display an unbelievable level of pettiness. (Led by the French who can't stand the fact that Lance dominated their precious tour for almost a decade.) They would have better served a just cause by donating the millions they have spent on this witch hunt to Armstrong's Livestrong cancer fund, Enough is enough.

        Explain how the dirtiest sport, biking, which was dominated by an athlete who some of his teammates said was using Performance enhancing drugs is not guilty?
        Though he was the "most tested" that doesn't mean the tests at that time were looking at the correct drugs.

      90% of comments are negative toward WADA! For those people I would ask whether you would prefer to let Contador be considered the 2010 Tour winner? You care so much about the multi-millionaire Armstrong but not about those nameless athletes who work so hard for so long, who play by the rules and get stomped on by the cheaters? Is cheating really okay? Is cheating on income tax okay? If not, why is cheating in sports okay? Are there some rules in sports that an athlete may disregard because you think those rules are stupid?
      I applaud John Fahey for his search for the truth and his attempt to clean-up sport. I want my sports heroes to be PED free.

        Yes, Contador is the winner of TdF 2010. The concentration found by the laboratory was estimated at 50 picograms (50 trillionths of a gram) which is 400 times less than what the antidoping laboratories accredited by WADA (World Anti Doping Agency) must be able to detect.

        As much as I dislike Contador, I do believe that he was shafted by that ruling and that the decision should be overturned. But if they found 50 picograms in Contador and never found a trace in Armstrong, isn't it time to end the witch hunt against Armstrong?
