    MADISON, Wis. (AP) — Wisconsin will turn down $37 million from the federal government that had been awarded to help implement health care exchanges under President Barack Obama's health care reform law, Gov. Scott Walker said Wednesday.

    Walker announced in December that Wisconsin would not pursue implementing the exchange until the U.S. Supreme Court rules on the constitutionality of the law.

    But he did not say whether the state would take the money. On Wednesday Walker said he was notifying the federal government that Wisconsin was turning down the Early Innovator Grant, saying it didn't make sense to commit to reforms that could have a devastating economic impact.

    "Stopping the encroachment of ObamaCare in our state, which has the potential to have a devastating impact on Wisconsin's economy, is a top priority. Wisconsin has been a leader and innovator in health care reform for two decades, and we have achieved a high level of health insuranEce coverage without federal mandates," Walker said in a statement.

    The American Cancer Society called the Republican governor's action a move backward.

    "A robust, consumer-friendly health exchange designed specifically for Wisconsin would greatly expand access to care to those who need it most, while preserving what already works. It's unfortunate the (Walker) administration is deciding to ignore this reality," said Allison Miller, Wisconsin government relations director for the American Cancer Society.

    The exchanges are designed to help consumers and small businesses compare health plans and increase competition by requiring insurers to offer more plans and provide more information.

    While Wisconsin has been a leader in providing access to affordable quality health care to as many people as possible, "too many people in our state still find themselves unable to attain coverage, especially those touched by cancer," Miller said in a news release.

    State Rep. Sandy Pasch, D-Whitefish Bay, accused Walker of playing politics "with the health of our communities,"

    "This brazen attempt to score short-sighted political points with extreme partisan interests by playing chicken with federal law will take Wisconsin's health care decisions out of our hands and give them to the federal government. It is penny-wise, pound-foolish, and most certainly presents a missed opportunity for Wisconsin to control its own destiny in designing a quality, consumer-friendly exchange," Pasch said in a statement.

    Robert Kraig, executive director of Citizen Action of Wisconsin, said Walker's decision was a mistake because the exchanges could have provided consumers with more options for their health care. Kraig told the Milwaukee Journal Sentinel that he believes the state had spent about $1 million of the federal money. He said he was unsure if the state would need to repay that money if it is not moving forward with the exchange.

    While Democrats say it's important to prepare for the new federal health care law, Republicans say it could be struck down. The U.S. Supreme Court has scheduled several days of oral arguments for the end of March to consider whether the law is constitutional.

        You are required by law or by bank policy to maintain insurance on your car or your home, and the health insurance industry has made it pretty much impossible to afford health care on your own unless you are part of the one percent. It certainly does not mean you have to like doing business with a bunch of crooks like the insurance industry. As a matter of fact, they give pretty much everyone good reason to hate them.

        I'm in his state and Romney Care SUCKS. This guy is a two faced bum. I will vote for Obama before Romney and that would really be tough for me to do but I think Obama would actually be better for the US than the slick swindler who made millions by buying companies and firing the employees. Look it up. He did this several times. It doesn't take "business" sense to slash payroll to show a fake profit margin then sell off the company again. Why can't the Repub party find an honest, smart, candidate that's electable?

      If the feds were so interested in our healthcare why arent we offered the same plan that the congress has access to ? The good people of Wisconsin will say what the want at the polls with thier vote .They will say clearly what they want and how they feel .The whole country will make thier voices heard lets hope that they are awake then .

      Make no mistake about it..the majority of our health care system is not about "health care" its about profits. If a profit cant be made off of you, then you go without. Its kinda like food...all the food u see in all the stores, yet a lot of people cant afford it. Its all wrong, just plain wrong.

      Another point. Take a good look at your W-2's this year. There is a place for benefits that your employer pays for you. Any money your employer pays for YOUR health care will be taxed just like tips in restaurants. The government hasn't implemented it yet but its on the quarterly payroll reports and it will be put into place when this health care reform takes place full time. So you will not only have higher taxes but be taxed on health insurance too. Time to wake up people!

      It's amazing how people always assume it's the unemployed who don't have healthcare. Statistics show that there are many hard working Americans who have no or limited access to healthcare. How is it the "American Way" to want people to go without healthcare. What is wrong with the shortsighted idiots that don't seem to realize that it would help everyone by keeping more people off disability and social security if they have insurance that can be used to treat conditions before they become debilitating.

      I was terminated from my job after 22 years when my agency merged with another. After over 20 years of excellent evaluations suddenly I could do nothing right. Now I have to pay for my own health insurance through Healthy NY for low income residents. Fortunately I purchased it in December as of 1/1/12 only the high deductible plan is being offered due to lack of funding. Considering the income limits most would find it difficult to pay for the monthly premiums and I doubt that most can afford the initial high deductible before the plan assists with payment for health care. If the U.S. can spend billions on questionable wars then billions can spent to make health care affordable to all U.S. citizens.

      If you remove Insurance companies from the health care biz you will cut cost by 30-60% right off the bat. Insurance companies are why healthcare is so high. If you ins company says they spent $20k of your coverage on you( because that the bill they got and you got) they really spent about $10k. If you pay cash for healthcare its cheaper than if you pay with insurance... health insurance is a scam.
