What to Watch Tonight: A Firestorm on The Flash, Mindy Shares Her Big News on The Mindy Project, and Parks and Rec Goes to Washington

What to watch on Tuesday, February 10...

TIME PERIOD DEBUT, 8pm & 8:30pm, ABC
Fresh Off the Boat
Louis hopes the family can win friends and influence people at a block party in "The Shunning," but Jessica's choice of comrade earns her the enmity of some of the neighborhood moms. Then in "Success Perm," Jessica's sister Connie (and Connie's well-heeled hubby) pay a tense visit, during which Eddie learns that his formerly hip-hop-loving cousin has become a grungehead.

8pm & 8:30pm, NBC
Parks and Recreation
"Ms. Ludgate-Dwyer Goes to Washington" (postponed from last week) finds April weighing career options during a trip to the Beltway, while Andy aids her job search back home. Then in "Pie-Mary," Leslie and Ben's participation in a Pawnee tradition becomes a scandal (which is something of a Pawnee tradition in itself), while April and Ron embark on a scavenger hunt and Donna and Garry reminisce.

8pm, ABC Family
Pretty Little Liars
Aria enlists Andrew as a tutor when it turns out that scheming, subterfuge, and mystery-solving aren't quite as important to college admission as, for instance, grades. Elsewhere in "Out Damned Spot," Spencer lends a hand on Jonny's new project, Hanna turns to her father for help with tuition, and the girls confront Mike about his actions at the school blood drive.

8pm, The CW
The Flash
In "The Nuclear Man," Barry and the team try to get to the bottom of the Firestorm mystery after Ronnie attacks a physicist. Meanwhile, Joe asks Cisco to help with the investigation of Nora's murder, Barry strikes up a relationship with Linda Park, and Gen. Eiling returns to Central City.

8pm, CBS
NCIS
"Cadence" sends DiNozzo back to his military academy alma mater after an alum is murdered. Off the beat, Gibbs and the team join Bishop and her husband for a dinner gathering.

9pm, ABC Family
Switched at Birth
After learning of Bay's incident, the UMKC administration launches an investigation in "Black and Gray." Everyone involved is forced to confront their perspective on what really occurred, and the views of others as well.

9pm, ABC
Marvel's Agent Carter
Even as Peggy unearths the truth about Leviathan in "A Sin to Err," danger is closing in—not only from her shadowy enemies (e.g., killer cuckoopants Russian women), but also from Souza's ongoing investigation.

9pm, The CW
Supernatural
A vengeful ghost is using electronic devices to whack college students in "Halt & Catch Fire." Can the boys put a stop to its techno-terror, or will they meet their demise on the business end of a Bluetooth headset?

9pm, Fox
New Girl
In "The Crawl," the pieces of Nick's Valentine's Day pub crawl plan fall into place after a new bar opens in the neighborhood. In other healthy behavior, Jess and Ryan engage in some drunken future planning (the most productive kind), Schmidt makes his play to enter the political realm, and Coach can't stop bumping into the same woman.

9pm, NBC
Marry Me
Kay wants to plan the perfect Valentine's Day for her new girlfriend Hailey in "Change Me," but winds up getting roped into Jake and Annie's own mind games along the way. Meanwhile, Gil and Dennah develop crushes on some firefighters.

9:30pm, NBC
About a Boy
And in still more V-Day shenanigans, "About a Cat Party" finds Will and TJ hitting the singles bar with hopes of finding romance, while Marcus seeks Chris's counsel in preparing the perfect date for Shea.

9:30pm, Fox
The Mindy Project
As Mindy prepares to break the joyous news to Danny, his father and half-sister show up suddenly for "Dinner at the Castellanos." Will hijinks ensue when the whole gang gathers at Annette's house for a repast?

SERIES FINALE, 10pm, TBS
Ground Floor
Jenny is shaken by her discovery of an engagement ring in Brody's bag in "The Proposal, Part II." But those aren't the nuptials on Brody's mind at the moment, as he tries to save the day when Mansfield meets—and detests—his daughter's groom-to-be.

10pm, FX
Justified
Raylan takes the fight to Avery and Walker in "The Trash and the Snake." Meanwhile, Boyd and Wynn are on the hunt for a safecracker, though their original plan to find one through Craigslist yielded the kind of email replies a person simply can't unsee.

10pm, BET
Being Mary Jane
In "Freedom," Mary Jane is determined to keep her weekend free from stress and shenanigans of every kind. But since that would make for an awfully boring hour of TV, Mark pops up needing her to play "beard" during a visit from his parents. Also disrupting Mary Jane's quiet time: her interview of a teen sex worker, which has her reconsidering her relationship with Niecy.

10pm, CBS
Person of Interest
The Machine places Finch on a potentially rigged jury in "Guilty," but it can't stop getting irritated that the court proceedings are nothing like they are on The Good Wife. And speaking of irritated, Reese enjoys another sit-down with the police department's therapist.

10pm, ABC
Forever
A murder victim is revealed to be exiled royalty in "The King of Columbus Circle." Coincidentally enough, Henry had once crossed paths with the former monarch, long ago.

10pm, NBC
Chicago Fire
Chicago goes on lockdown during a treacherous ice storm, or as we usually call it here, "March." That leaves Mills and Brett stranded in the harsh weather as they search for a missing teenager in "Call It Paradise," while Chief Boden butts head with his father and the rest of the firehouse tends to an abandoned baby.

10pm, Bravo
Girlfriends' Guide to Divorce
Abby hosts "Adult Friendsgiving" dinner in "Rule #46: Keep the Holidays Low Key"...but could the evening's odd disruptions be the work of a g-g-g-ghost?! Just to be safe, Abby and Jo are going to hover in mid-air for a couple of seconds with their legs spinning like wheels, then zip away and leave Abby- and Jo-shaped holes in the wall.

10pm, USA
Sirens
Brian takes his first night shift in "All the Single Ladies," with Johnny and Hank along for the ride. Will they spend the entire episode just cruising around blaring Beyoncé? I see no evidence to suggest otherwise.

10:30pm, Comedy Central
Kroll Show
Bobby Bottleservice directs and stars in an action flick in "The In Addition Tos," while C-Czar dates a coworker. On "Wheels, Ontario," Mikey questions his sexuality.

10:30pm, TBS
Cougar Town
While Jules helps Andy sharpen his job-interview skills, Ellie does her best to escape from her perennially present husband. Elsewhere in "The Wrong Thing to Do," Travis and Laurie encourage Tom to hit the dating scene, even though they really should know better by this point.
