Why Russia won't take a stand against Syria: 4 theories

Moscow and Beijing block a United Nations effort to condemn Syrian President Bashar al-Assad. What is Russia hoping to gain?

Just as Syria stepped up shelling on the rebel stronghold of Homs, Russia and China outraged the West over the weekend by vetoing a United Nations Security Council resolution condemning the regime of Syrian President Bashar al-Assad for its deadly crackdown on anti-government protesters. Russia and China called the proposal "unbalanced," arguing that it focused solely on Assad without targeting armed opposition groups. Moscow maintains that it wants to promote stability and democratic reform, and will dispatch Foreign Minister Sergei Lavrov to meet with Assad this week. Susan Rice, the U.S. ambassador to the U.N., says Russia is just trying to "shield a craven tyrant." Why is Moscow really standing in the way of the international effort to oust Assad? Here, four theories:

    1. Syria is key to Russia's Middle East strategy
Moscow wants to hang onto its "sole major foothold in the Arab world," say William Maclean and Steve Gutterman at Reuters. Syria was a client of the Soviet Union, and Russian Prime Minister Vladimir Putin, who hopes to return to the presidency in March, wants to keep it in his orbit. With good reason, says Juan Cole at Informed Comment. Syria hosts Russia's only base on the Mediterranean. Without Syria, Russia can't counter the U.S. in the Middle East.

    2. Syria spends a fortune on Russian weapons
"The fact that Russia still supplies arms to the Syrian security forces clearly weighed heavily on the vote," says David Dayen at Firedoglake. Syria is the largest importer of Russian weapons in the Middle East. Assad's regime has signed contracts for 24 MiG-29M/M2 fighter jets and eight Buk-M2E air-defense systems. Another deal for anti-ship defenses armed with supersonic cruise missiles is in the works. Russia doesn't want to lose this lucrative relationship.

    3. Russia doesn't think it's the U.N.'s job to fix Syria
"Moscow fully accepts that Syria has serious internal problems," says Charles Crawford at Britain's Telegraph, "but takes the view that those problems are for Syrians themselves to sort out." Russia is willing to wait and see whether "the opposition forces lined up against Assad are tough enough to do what it takes — including incurring casualties on a massive scale, tens of thousands of casualties more than anything seen so far — to overthrow him without sneaky Western direct military support, as was given in Libya."

    4. Russia fears another Libya
Russia and China "had their fingers burned" by failing to block last year's resolution on Libya, says Cole at Informed Comment, only to see the U.N.-authorized no-fly zone transformed into an instrument of regime change. They don't want to see that happen again. But the Libya solution probably wouldn't work in Syria, anyway, says Doug Mataconis at Outside the Beltway. "The Syrians don't seem to be using air power against civilians and rebelling military elements the way the Libyans did." This is urban warfare, which is far harder to fight from the air, and "I seriously doubt that there's any nation on Earth that would be willing to send ground troops into Syria at this point."

Obviously Russia defending Syria due to their self interests, just like we sell advanced weapons to despotic regimes like the House of Saud(and don't bomb the hell out of them like we did with Libya and other nations in the name of "spreading democracy and freedom") pretty much because its in our self interest(friendly relations w/ a nation that will keep the oil prices down)

just one of those theories, that they don't want it to end up as libiya would suffice. i wonder why we don't hear about that shiny new democracy in the news anymore? maybe because it is a total piehole now, that will probably end up the way of afganistan. with some western oil company sold out pockets of "stability".

Because al Qaeda flags now fly over government buildings in Libya? Maybe they don't believe in genocide against a people to give terrorists a country to run? MAYBE THAT HAS SOMETHING TO DO WITH IT.

Or could it be that Russia understands that if the people want a revolution in Syria...........then the Syrian people need to resolve it. Putting personal interests in front of letting a country naturally fight it's own revolution is wrong. If the people of Syria want to be free.............they need to earn it. The US NGOs need to stay out of this and stop sending money and weapons to Syria.........this is their fight............and stop using my tax money to further oil interests in the middle east.

Rasputin: (sorry I don't have Cyrillic capability) Are you in favor of anyone giving any kind of assistance to the Syrian people?
      • Распутин 3 mths ago
Topkick...........of course giving humanitarian aid is fine. Let's not forget that when you impose sanctions it hurts the average person - not the elite. So food and medical supplies should be given and that is one of the things America is known for......is helping others. However, supplying money to opposition forces and sending them weapons to use in their own civil war is different.

Imagine if there was a civil war in the US today........would it be ok for China to send the opposition parties millions in cash and weapons to shoot American troops? What would happen if these armed militia were using those Chinese weapons to attack the police and military and attempt to storm the White House? Would the US police and military not protect the President and kill those armed Americans with Chinese funded weapons? Of course they would.

So if we would not like someone else sticking their snout in our own civil war..........who are we to fund and arm another countries civil war regardless of how much oil they have.

Notice there are tyrants all over the world.............however the US selectively choose who it was to "protect". There are horrible dictators killing hundreds of people every day around the world but the US does not focus on those.............the Sudan, Somalia, South America, etc...........why does the US not care about "those" bad guys..............because they don't have oil.

Syria has oil? We are just showing the same restraint your nation showed Hungary and Poland, what's the BFD Rasputin?

Can't anyone see that Assad is fighting the Muslim Brotherhood not "civilian protestors" like most of the media reports?
      • Border Rat 3 mths ago
assad know u.n . did not care what happen to kaddafi. neither did nato. conserative and liberal news say they are civilian in one breath the next they are military who have gone over to rebels. some are brotherhood and pushing the ones that are not. assad must fight or end up like kaddafi. nato call for assad to quit fighting but say nothing to rebels

"only to see the U.N.-authorized no-fly zone transformed into an instrument of regime change."

This is my #1 reason I'm glad they blocked it.

      5. It recognizes that gullibility to historical sovereign-busting military adventurism has its blow-back effects and sanctions are only a prelude to so call humanitarian rescue. It's real challenge is being consistent in this approach.

The countdown has begun kiddies. Just as Assad is stepping up his resolve, see how long it takes before the UN moves to balance the equation on the side of the rebels. Think about this and I mean REALLY think about it, anyone over there with eyes can see that the Muslim world is shrinking due to what they describe as ZIONISM and from their point of view their way of life is under the gun. This creates a dangerous atmosphere for American interest abroad. This sh** is heating up.

it is #4 to somedegree. russia has already said this. it is not a matter of syria using airpower..it is a matter of nato using airpower. lybia was to be a no fly zone and protect civilians. everyone knows this is not what happened. nato helped advance rebel positions, bombed military targets that were not attacking civilians, and also bombed civilians. russia wanted amendments added to resolution to protect against these plus if assad stop attacking so must the rebels. u.n. would not comply so russia would not sign

      • Lance H 3 mths ago
The Syrian rebels are Sunni religious extremists who would kill the nation's religious minorities if they took power, 14% of Syria is Alawite, 10% Christian, and 2% Druze.
