JIM BENEMANN: Puerto Rico still has a mask requirement in place for residents and tourists, even if they've been vaccinated. Well, an 18-year-old from Colorado was arrested over the weekend for going maskless down there and then taunting police.

A TV station reports officers asked the maskless man to get out of the middle of the street. But he refused. They ended up tasing him and arresting him. A prosecutor filed charges of obstruction and violation of the executive order. But a judge actually dropped the charges, saying the 18-year-old was too drunk to understand the police commands.
